<strong>Darebin</strong> <strong>City</strong> <strong>Council</strong> <strong>Adopts</strong> <strong>the</strong> <strong>Reservoir</strong> Structure PlanThe <strong>Reservoir</strong> Structure Plan was adopted by <strong>Darebin</strong> <strong>City</strong><strong>Council</strong> on 3 September 2012. <strong>Council</strong>’s decision wasunanimous and recognised <strong>the</strong> inclusive 3 year planningprocess which included extensive research, 64 consultationactivities and <strong>the</strong> involvement and ideas <strong>of</strong> over 600 peopleand organisations. You are receiving this bulletin as youhave played an important role in <strong>the</strong> creation <strong>of</strong> <strong>the</strong><strong>Reservoir</strong> Structure Plan.Thank you for your ideas and passion over <strong>the</strong> past three years. A copy <strong>of</strong> <strong>the</strong> <strong>Reservoir</strong>Structure Plan is also available on <strong>the</strong> project website.Why is <strong>the</strong> <strong>Reservoir</strong> Structure Plan important?The <strong>Reservoir</strong> Structure Plan sets out a shared Vision for <strong>the</strong>future revitalisation <strong>of</strong> <strong>Reservoir</strong> and defines how <strong>Darebin</strong><strong>City</strong> <strong>Council</strong> will manage and facilitate growth anddevelopment around <strong>the</strong> shops and train station into <strong>the</strong>future.The projects and initiatives in <strong>the</strong> Plan will be delivered by <strong>the</strong>State Government, <strong>Darebin</strong> <strong>City</strong> <strong>Council</strong>, <strong>the</strong> private market,developers and <strong>the</strong> community over a 20 year period.How will you be impacted by <strong>the</strong> <strong>Reservoir</strong> Structure Plan?The <strong>Reservoir</strong> Structure Plan will deliver benefits to <strong>Reservoir</strong> over <strong>the</strong> next 20 years. Fundamental to <strong>the</strong> Vision is <strong>the</strong>creation <strong>of</strong> a central heart precinct to connect <strong>Reservoir</strong> Village and Broadway and to stimulate investment in <strong>the</strong> centre in<strong>the</strong> areas <strong>of</strong> retail diversity, housing, public spaces, lifestyle activities and transport.The <strong>Reservoir</strong> Structure Plan provides certainty about <strong>the</strong> type, scale, form and location <strong>of</strong> future development around <strong>the</strong>shops and train station and ensures that <strong>the</strong> ‘village feel’ <strong>of</strong> <strong>the</strong> shops and <strong>the</strong> existing residential amenity are protected.See <strong>the</strong> <strong>Reservoir</strong> Structure Plan on <strong>the</strong> project website for fur<strong>the</strong>r information. How have your ideas helped finalise <strong>the</strong> <strong>Reservoir</strong> Structure Plan?A draft copy <strong>of</strong> <strong>the</strong> <strong>Reservoir</strong> Structure Plan was on public exhibition from 19 June – 13 July 2012. <strong>Council</strong> receivedconsidered and insightful feedback which demonstrated an in depth understanding about <strong>the</strong> critical elements <strong>of</strong> <strong>the</strong> draftPlan. People indicated that, while <strong>the</strong>y didn’t necessarily agree with all <strong>the</strong> details <strong>of</strong> <strong>the</strong> draft Plan, <strong>the</strong> work realized <strong>the</strong>iraspirations and expectations overall.Feedback indicating improvements / fur<strong>the</strong>r information requirements resulted in <strong>the</strong> following changes to finalise<strong>the</strong> <strong>Reservoir</strong> Structure Plan:• Diagrams which indicate how residential amenity will be protected from <strong>the</strong> future development <strong>of</strong> <strong>the</strong> Ralph Street andBernard Street car parks• The inclusion <strong>of</strong> <strong>the</strong> properties between <strong>the</strong> <strong>Reservoir</strong> Police Station and Ashley Street in Precinct 2 – <strong>Reservoir</strong>Village• The requirement for technical analysis <strong>of</strong> <strong>the</strong> proposed transport changes/ impacts to ensure <strong>the</strong> protection <strong>of</strong> <strong>the</strong>existing amenity and streetscapes• Diagram which indicates how critical elements <strong>of</strong> <strong>the</strong> Plan can be achieved without rail grade separationCritical elements relating to future development and activities were broadly agreed on with community members andGovernment during earlier stages <strong>of</strong> <strong>the</strong> project. As a consequence, <strong>Council</strong> <strong>of</strong>ficers did not have permission to change<strong>the</strong>se critical elements in response to isolated comments received during <strong>the</strong> public exhibition and <strong>the</strong>refore, some <strong>of</strong> yourcomments may not have resulted in changes to finalise <strong>the</strong> <strong>Reservoir</strong> Structure Plan.How will <strong>the</strong> <strong>Reservoir</strong> Structure Plan be used and implemented?A number <strong>of</strong> <strong>Reservoir</strong> Structure Plan projects are underway including:• <strong>Reservoir</strong> Rail Grade Separation Study – a priority project to build support for <strong>the</strong> undergrounding <strong>of</strong> <strong>the</strong> rail line at<strong>Reservoir</strong> Junction in <strong>the</strong> long term• Truth North – a visual arts and events program for <strong>Reservoir</strong>• <strong>Reservoir</strong> Library redevelopment - at <strong>the</strong> <strong>Reservoir</strong> Civic Centre• Beautification works - at <strong>the</strong> <strong>Reservoir</strong> Train StationAn Implementation Plan is currently being developed. The Implementation Plan will set out <strong>the</strong> projects which <strong>the</strong>State Government, its agencies and <strong>Darebin</strong> <strong>City</strong> <strong>Council</strong> have committed to over <strong>the</strong> 20 year lifetime <strong>of</strong> <strong>the</strong> <strong>Reservoir</strong>Structure Plan.The <strong>Reservoir</strong> Structure Plan will be translated into draft zoning and built form requirements in mid to late 2013.
