The Santa Barbara County APCD recommendsthat projects implement all feasible mitigation measures to reduce the emissions ofGHGs (Scope and Content of Air Quality Sections in Environmental Documents, July2007). Implementation of measures to reduce construction, energy use, and mobilesource emissions could be considered as a means to reduce greenhouse gas emissionsand address global climate change at a programmatic level.8City of Lompoc
