STUDY FINDINGS I: MAPPING OF ACTIVITY AT TIER 1OverviewPostal questionnaires were mailed to approximately 120 Looked After Children (LAC) Teams,120 Youth Offending Teams (YOTs), 120 Connexions Teams <strong>and</strong> 120 Primary Care Trusts,drawn from across Engl<strong>and</strong> <strong>and</strong> Wales. These questionnaires asked for information about anylocal strategies for improving <strong>access</strong> to mental health services for all young people <strong>and</strong> alsowhe<strong>the</strong>r <strong>the</strong>re were any specific activities to improve <strong>access</strong> for young people from Black <strong>and</strong>minority ethnic groups. The questionnaire also asked for information about any projects(statutory, voluntary or independent) in a respondent’s area that were working with Black <strong>and</strong>minority ethnic groups that should be included in <strong>the</strong> mapping <strong>of</strong> provision.In total, <strong>the</strong> following completed questionnaires were received:• 32 from LAC teams• 37 from YOTs• 21 from Connexions• 22 from PCTsThese came from a fairly even spread <strong>of</strong> areas on <strong>the</strong> North, South, East <strong>and</strong> West <strong>of</strong> Engl<strong>and</strong>including a range <strong>of</strong> London Boroughs. In terms <strong>of</strong> areas <strong>of</strong> <strong>the</strong> country where very littleinformation was ga<strong>the</strong>red, very few completed questionnaires were received from:• Authority areas in Wales• Authority areas in <strong>the</strong> East <strong>of</strong> Engl<strong>and</strong>• Authority areas to <strong>the</strong> West <strong>of</strong> Bristol (i.e. Somerset, Devon <strong>and</strong> Cornwall)The limited information from a number <strong>of</strong> <strong>the</strong> completed questionnaires was <strong>of</strong>ten because <strong>the</strong>service was located in an area with very small numbers <strong>of</strong> young people from Black <strong>and</strong>minority ethnic groups <strong>and</strong> received only very low numbers <strong>of</strong> referrals.Information from <strong>the</strong> postal questionnairesThe overall impression from <strong>the</strong> data ga<strong>the</strong>red is that across <strong>the</strong> country <strong>the</strong>re areconsiderable variations in levels <strong>of</strong> service activity focused on young people from Black <strong>and</strong>minority ethnic groups. Some respondents indicated that <strong>the</strong>y were not aware <strong>of</strong> any specificinitiatives to promote <strong>access</strong> or particular projects for such young people, whilst o<strong>the</strong>rs sent indetailed information <strong>of</strong> a range <strong>of</strong> services working in <strong>the</strong>ir locality. In a number <strong>of</strong> <strong>the</strong>returned questionnaires respondents also noted that general pressures <strong>of</strong> work <strong>and</strong> highreferral rates meant that <strong>the</strong>ir service had not been able to develop specific strategies topromote <strong>access</strong> for those groups <strong>of</strong> young people who were known to be under-representedamongst those referred. O<strong>the</strong>rs mentioned difficulties in obtaining funding to develop suchwork:“<strong>the</strong> service has put toge<strong>the</strong>r a number <strong>of</strong> joint proposals to various funding streams withvoluntary sector organisations working with young people in an attempt to improve services<strong>and</strong> <strong>access</strong> to ethnic minority groups in <strong>the</strong> borough - to date unsuccessfully…” (PCT respondent)In terms <strong>of</strong> <strong>the</strong> concerns raised, long wait times <strong>and</strong> general problems <strong>access</strong>ing CAMHS werefrequently mentioned. Many respondents also added that <strong>the</strong>se difficulties applied to all youngpeople, not just those from Black <strong>and</strong> minority ethnic groups.Particular concerns about unmet needs were noted with regard to <strong>the</strong> following:• Support for young people needing help with grief, trauma, loss <strong>and</strong> bereavement.• Support for young people with mental health problems <strong>and</strong> drug <strong>and</strong> alcohol problems.<strong>Minority</strong> Voices <strong>Research</strong> Report20
