(d) The consultant/firm shall :-(i) Have technical/professional peoplestrength of at least 10 qualified and capableengineers/architects on the regular roll forproject.At least 50% of the technical personnel shallbe degree holders in relevant field ofengineering/architecture.(ii) Be a profit making company for thelast three consecutive years.(iii) not have been banned in anyGovernment Department/Public Sectorundertaking during last five years.(iv) not have any recovery outstanding inGovernment Department.(c) Amount of Standing Security : Rs 4,00,000/-(d) Amount of earnest money to besubmitted along with the tenderdocuments: Rs 2,55,000/- in the shape of Deposit at Call Receiptfrom a schedule bank or Receipted Treasury Challan)in favour of CCE (Army) No 1 Dinjan8. The job involves consultancy services including Geo-technical survey, soil investigation,preparation of detailed project report (DPR), architectural & structural design and drawings, preparation ofbills of quantities, cost estimates, and yard stick for running payments, preparation of tenders andevaluation of bids for each of the works mentioned above.2. The following documents are mandatorily required to be submitted at the time of pre-qualification:-(a)(b)(c)(d)(e)Name & status of the firm with details of establishment/registration, constitution alongwith attested copies of deeds/articles of association/ partnership deed.Name of banker(s) and full address enclosing solvency certificate indicating financialcapacity.Details of turnover/financial strength/carry forward losses, if any, enclosing copies ofaudited balance sheet, profit & loss statement of last three years ending 31 Mar 2011.Organizational set up with details of technical staff including their qualification, past workexperience and period of service with the firm.List of projects completed for which consultancy services have been rendered in theapplicant’s name during last seven years indicating name and address of client, name anddetails of project, cost of the project, year of completion, amount of consultancy feesreceived enclosing attested copy of performance reports.

(f)(g)(h)(i)(j)List of projects under execution, indicating name and address of client, name and detailsof project, cost of the project, date of completion as per contract and percentage progressincluding amount of consultancy fees received till date.Affidavit on non-judicial stamp paper of appropriate value declaring that the firm has notbeen banned/black listed by any Government Department/Public Sector Undertakingduring last five years and also not having any outstanding recovery in any GovernmentDepartment.List of tools and plants/equipments possessed by the firm.Two photographs of proprietor/partners/Director (as applicable) along with completepostal address.Affidavit to the effect no Govt servant dismissed from the service has been employed withthe firm. Affidavit to the effect that no near relative(s) of proprietor/partners/Director (asapplicable) of the firm is/are working as gazetted/commissioned officer/JE in MES/Corpsof Engineers/Ministry of Defence. The term near relative means wife, husband, parents,children, brothers, sisters, uncle, first cousin brother/sister in law, son/daughter in law,father/mother in law.3. Joint Venture (JV) firms shall not be eligible.4. Application not accompanied by requisite value DD/Bankers Cheque towards cost of tender shallnot be considered for issue of tender.5. Contractors not enlisted with MES will be required to enclosed necessary documents to prove theireligibility as given above including affidavit for no recovery outstanding.6. In case of rejection of application for issue of tender, the applicant shall be refunded the cost oftender. However, contractor may appeal to next higher Engineer Authority i.e. Chief Engineer,Eastern Command, Engrs Branch, PIN- 908542 c/o 99 APO for rejection of his application forissue of tender whose decision shall be final and binding and contractor shall not be entitled to anycompensation whatsoever for non issue of tender.7.
