~-59-3.3.14 Open Space ZoneIntentThe intent of Open Space zone is to provide areas which are available to thegeneral public primarily for passive recreation. These areas include local anddistrict parks, generally within residential areas, and major areas of park land suchas Flecker Botanical Gardens, Centenary Lakes and The Esplanade.Development which may have an adverse impact on surrounding areas by visualintrusion or generation of noise, light or traffic or which may have an adverseimpact on the use of the area for passive recreation will generally be discouragedin this zone. 3.3.15 Sport and Recreation Zone- 61 -IntentThe intent of the Sport and Recreation zone is to provide areas for active sport andrecreational pursuits. This zone provides for playing fields, sporting complexesand other active recreation facilities, including commercial recreationalestablishments. Land within this zone may be publicly or privately owned andaccess by the general public may be restricted or controlled.Sporting clubs using playing fields in this zone will be permitted to establish clubfacilities, subject to appropriate conditions which may relate, among other things,to siting, buffering and landscaping, access and hours of operation.
