(b)- 147 -no works shall be commenced until approval of the engineering drawings andspecification has been granted.Any works required to be carried out in respect of any approval granted for subdivisionmay be carried out either by the applicant or by the <strong>Council</strong> at the request and cost of theapplicant. Such works shall be performed in accordance with the relevant provisions of theAct.At its discretion, the <strong>Council</strong> may permit the construction of subdivisional works in stagesupon the submission of a staged construction plan to the satisfaction of the City Engineer.In granting such approval the <strong>Council</strong> may impose conditions necessary to ensure thesatisfactory staging and completion of such works.Any person who desires to subdivide land shall notify the <strong>Council</strong> of the followinginformation at least one (1) week prior to the date of commencement of construction:-(a)(b)(c)(d)(el0name, address and telephone number (including after-hours number) of theConsulting Engineers for the subdivision; andname, address and telephone number of the contractors and major sub-contractorsfor the subdivision; andname and telephone number of the person to be contacted in regard to any matterarising from the construction of the subdivision; anddate of commencement of works; andlist of plant to be used by the contractors; andan invitation to the City Engineer, or his representative, to attend the pre-startConstruction Conference as an observer.Where the applicant undertakes the works required to be carried out in respect of anapproval granted for subdivision, the <strong>Council</strong> shall issue, upon completion of the works inaccordance with the engineering drawings and specifications approved to the satisfactionof the City Engineer, a certificate of practical completion.Upon completion of the engineering works for a subdivision, " Works-as-ExecutedDrawings" shall be submitted to the <strong>Council</strong> before the original plan of survey is sealed bythe <strong>Council</strong>. The "Works-as-Executed Drawings" or data capture methods as required bythe <strong>Council</strong> shall have the certification signed by a Registered Surveyor on every drawingand shall be to an appropriate standard as required by the City Engineer.Lapsed ApprovalWhere an applicant fails to lodge with the <strong>Council</strong> satisfactory engineering drawings andspecifications for the required works or satisfactory survey plans for registration within thetime periods specified in the Act, the approval granted in respect to the subdivision shall bevoid. Where a fresh application is submitted for subdivision approval the <strong>Council</strong> shall notbe bound by its previous decision, and shall reconsider the proposal and impose such newconditions as it considers reasonable or relevant in accordance with the provisions of this<strong>Planning</strong> <strong>Scheme</strong>.Security for uncompleted worksAt its discretion the <strong>Council</strong> may accept security for uncompleted works required to becarried out in respect of an approval granted for subdivision in order to enable a plan ofsurvey for the subdivision to be sealed by the <strong>Council</strong>. Should the <strong>Council</strong> decide toaccept such security the applicant shall either:-
