Annex A - Terms of Reference for ASDP BasketFund Steering CommitteeIntroductionThe Government of the United Republic of Tanzania in collaboration withstakeholders has developed a medium-term agriculture sector programme document.This overarching strategic framework is expected to ensure sustainable agriculturaldevelopment at a national and local level. Government anticipates that the ASDP willbe “increasingly supported by Development Partners through a basket fundarrangement, which is integrated into the Medium Term Expenditure Framework” .The majority of ASDP funding will be allocated and channelled to local governmentauthorities in conformity with Government access conditions prescribed under theLocal Government Capital Development Grant (LGCDG) System. To this end, theASDP will adopt the LGCDG’s institutional arrangements for all local governmentgrants funded from the programme. The LGCDG Steering Committee which is theapex body under the LGCDG system, will regularly share and exchange information onthe ASDP with the ASDP National Steering Committee.An ASDP Basket Fund Steering Committee will be established to oversee andcoordinate programme implementation at a national and zonal level – to include forexample Agriculture Sector Lead Ministries (ASLMs), the Prime Minister’s Office-Regional Administration and Local Governments (PMO-RALG) and Zonal AgricultureResearch and Development Institutes. It will report to the ASDP National SteeringCommittee. It will also regularly exchange information with the LGCGD TechnicalCommittee. Further, the ASDP Basket Fund Steering Committee will nominate two ofits members to represent it on the LGCGD Technical Committee.The ASDP Secretariat will provide designated staff to support and facilitate the work ofthe ASDP Basket Fund Steering Committee – including calling and organisingmeetings, developing and circulating meeting agendas and minutes; documenting,communicating and ensuring follow-up of the Committee’s decisions.MembershipThe ASDP Basket Fund Steering Committee will be chaired by the PermanentSecretary (PS) in the Ministry of Agriculture, Food Security and Cooperatives(MAFSC). The members of the Steering Committee will include: the PSs of all theASLMs (MAFSC, Ministry of Livestock development, Ministry of Trade, Industry andMarkets, and Prime Minister’s Office – Regional Administration and LocalGovernment); PS of the Ministry of Finance; two representatives from each ASDPdevelopment partner; and Directors of Policy and Planning of all ASLMs as ex-officiomembers.Government of the United Republic of TanzaniaA2
