6 Procurement arrangements6.4 Procurement thresholds <strong>and</strong> methods usedAll non ICB contracts <strong>and</strong> large value contracts are awarded in accordance with thePublic Procurement Act No 21 of 2004. The procurement methods <strong>and</strong> selectionmethods for various packages are provided in the approved procurement plan.6.5 Committing funds on the IFMSAt central levelASLMs’ managements with the assistance of their Procurement <strong>Of</strong>ficers preparespecifications, confirm estimates for goods <strong>and</strong> services to be procured <strong>and</strong> submitthe estimates to their respective Chief Accountant for a Request for Purchase Order(RPO) (See Annex B, B19).The Chief Accountant checks for availability of funds. If funds are available, he/shecommits funds on the IFMS <strong>and</strong> passes the RPO to the PS for authorisation.However if funds are not available, the Chief Accountant requests for a delay in theprocurement. If funds are available, then ASLMs must follow procedures that aredescribed under the next sub-section.At LGA levelThe relevant Sector Head with the assistance of the Head of PMU preparesspecifications, confirms estimates for goods <strong>and</strong> services to be procured <strong>and</strong> submitsthe estimates to the Council Treasurer. The Council Treasurer checks for availabilityof funds. If funds are available, he/she commits funds on the IFMS. However if fundsare not available, then the Council Treasurer requests for the procurement to bedelayed. Section 23 of the Local Government Finance Act 1982 requires all LGAsthat are not on the IFMS, to commit funds before embarking on procurement. Toeffect this, the Council Treasurer must make entries in the relevant vote book withexpenditure estimates as commitments. If funds are available, then LGAs must followprocedures that are described under the next sub-section.6.6 The procurement processAt central levelProcurement <strong>Of</strong>ficers within the PMU:• In collaboration with members of the MTB, screen/pre-qualify interestedbidders on the basis of their capability <strong>and</strong> resourcesGovernment of the United Republic of Tanzania48
