4 Planning <strong>and</strong> budgetingNotification of districtsBased on the Assessment results <strong>and</strong> using the agreed formula, the LGCDGSteering Committee calculates the allocation of <strong>ASDP</strong> funds to be made to thequalifying LGAs. PMO-RALG notifies LGAs of the amounts that they are expectedto receive <strong>and</strong> publishes the schedule of allocations for public information. Thenotification guides the LGAs in preparing the DADP <strong>and</strong> budgets, includingnotification to Villages through the issuance of Indicative Planning Figures (IPFs).Development of DADP, action plans <strong>and</strong> budgetsIt is worth drawing attention to the fact that DADP is an integral part of the DistrictDevelopment Plan. The DADP <strong>and</strong> annual action plan are prepared in line with theformats provided in the National Policy <strong>and</strong> Guidelines (see Annex B, B20 & B21).The process of DADP planning starts with the preparation of the National LevelInformation <strong>and</strong> Instruction (I&I) document by the ASLMs with support from the <strong>ASDP</strong>Secretariat. The issues addressed in the National Level I&I are provided to LGAsthrough PMO-RALG as an input for quality production of DADPs <strong>and</strong> to ensure asound underst<strong>and</strong>ing of the planning framework.The activities involved in the development of DADPs are summarised below. Moredetail is provided in the Guidelines for DADPs.• Council staff in the district agricultural sector are expected to review the<strong>ASDP</strong> framework document <strong>and</strong> sub-programmes as well as I&I package.This review is important for setting the policy context <strong>and</strong> ensuring that realresource parameters are reflected in DADPs• A cross-section of stakeholders from the Central Government, the RegionalSecretariat, the District Commissioners, the technical staff of the council,representatives of the wards <strong>and</strong> villages, NGOs <strong>and</strong> the private sector arerepresented at an initial planning workshop. The output from the workshopis the DADP planning document• The Council Management Team (CMT) draws on the output from theworkshop above to undertake a district agricultural fact analysis, analysethe council’s opportunities <strong>and</strong> threats, assess strengths <strong>and</strong> weaknesses,develop the council’s vision <strong>and</strong> objectives, identify quick wins <strong>and</strong> adaptthe National Level I&I to fit the village <strong>and</strong> the council level contextsGovernment of the United Republic of Tanzania32
