4 Planning <strong>and</strong> budgeting4.2 The planning <strong>and</strong> budgeting procedures at national levelThe planning of <strong>ASDP</strong> activities at the ASLMs level is coordinated by the DPPs <strong>and</strong>follows the established procedures for Government planning <strong>and</strong> budgeting. The keysteps in planning <strong>and</strong> budgeting for <strong>ASDP</strong> include:• A PER, review of sector strategic plan <strong>and</strong> review <strong>and</strong> amendment ofASLM strategic plans developed as part of the Performance ManagementSystem (PMS) process (see Box 4.1). ASLM strategic plans must reflectthe wider sector goals <strong>and</strong> objectives• ASLMs prepare three-year work plans for <strong>ASDP</strong>• <strong>ASDP</strong> Secretariat consolidate the work plans. Again, these work plansmirror ASLMs’ individual operational plans under the PMS process• The <strong>ASDP</strong> <strong>Basket</strong> <strong>Fund</strong> Steering Committee reviews DevelopmentPartners’ <strong>and</strong> GoT’s commitments• The <strong>ASDP</strong> overall work plan is approved by <strong>ASDP</strong> National SteeringCommittee• The <strong>ASDP</strong> work plan is incorporated in ASLMs’ MTEFs.Figure 4.1 overleaf provides a planning <strong>and</strong> budgeting timeline at <strong>ASDP</strong> nationallevel.Box 4.1 – An overview of the PMS processThe installation of PMS in in ministries <strong>and</strong> independent departments constitutes the initial phaseof Government’s long-term strategic initiative to transform public service management underthe Public Service Reform Programme. In implementing PMS, ministries <strong>and</strong> independentdepartments are required to:• Obtain baseline data on performance by undertaking self-assessments <strong>and</strong> servicedelivery surveys• Set results-based objectives as part of their strategic planning process• Direct resources to priorities in in strategic plans <strong>and</strong> cascade them down to operationalplans <strong>and</strong> MTEFs• Communicate what clients can expect in in the way of improved services in in a client servicecharter• Measure <strong>and</strong> evaluate success in in terms of results.Government of the United Republic of Tanzania25
