4 Planning <strong>and</strong> budgeting4.1 IntroductionThe <strong>ASDP</strong> comprises two main components, 1 – Local Level support comprisinglocal agricultural investments, local agriculture services <strong>and</strong> local agricultural capacitybuilding <strong>and</strong> reform. Component 2 - National Level support with emphasis on:agricultural services; agricultural market development; irrigation development;capacity building; programme coordination; <strong>and</strong> crosscutting issues, such as ruralfinancing, with other sectors at the national level.The division of responsibility for implementation of programme components betweencentral <strong>and</strong> local government is guided by Government of Tanzania’s decentralizationpolicy. Specifically, component 1 is executed at a LGA level <strong>and</strong> receives 75% of<strong>ASDP</strong> resources. Component 2 is implemented at the national level <strong>and</strong> has theremainder of <strong>ASDP</strong> resources.This section describes the planning <strong>and</strong> budgeting procedures to be followed by theASLMs <strong>and</strong> LGAs in implementing the <strong>ASDP</strong>. It also provides the linkage betweenthe <strong>ASDP</strong> planning <strong>and</strong> budgeting, <strong>and</strong> the Government Public Expenditure Review(PER) process <strong>and</strong> the MTEF. The procedures in this section should be used inconjunction with budget guidelines, circulars <strong>and</strong> instructions issued by theCommissioner for Budget in the MoF every year <strong>and</strong> the LGA planning guidelines.The <strong>ASDP</strong> planning <strong>and</strong> budgeting format uses the existing government systems.In order to produce accurate, timely <strong>and</strong> relevant information there are pre-designedforms issued by the MoF annually. The types of reporting formats are presented inAnnex C of this document.This section is divided into two sub-sections, the planning <strong>and</strong> budget processes.Further each process is sub-divided at the implementation level, i.e. the national <strong>and</strong>LGA levels.The main actors in the planning <strong>and</strong> budgeting processes for <strong>ASDP</strong> include:• Agricultural Sector Working Group• Directors of Policy <strong>and</strong> Planning (DPPs) in ASLMs• <strong>ASDP</strong> Secretariat• <strong>ASDP</strong> National Steering Committees• LGCDG Steering Committee.Government of the United Republic of Tanzania24
