3 Accounting policies <strong>and</strong> systems• Facilitates the integration of <strong>ASDP</strong>’s recurrent <strong>and</strong> development activities<strong>and</strong> provides the separation between recurrent <strong>and</strong> developmentexpenditure• Enables direct comparison of <strong>ASDP</strong> budgets, commitments <strong>and</strong> actualtransactions <strong>and</strong> facilitates measurement of resources• Facilitates the production of consistent financial information at differentlevels of disaggregation• Is in accordance with the International Monetary <strong>Fund</strong> – GovernmentFinance Statistics (GFS) Model.At the central level, the chart of accounts structure which is illustrated in Figure 3.1below, comprises four segments <strong>and</strong> 28 digits. The coding system is flexible.Codes can be added or deleted without affecting the accounting structure. Howeverany amendments to the accounts codes requires the approval of the MoF.It is noteworthy that segment 1 of the chart of accounts enables users to distinguishbetween GoT <strong>and</strong> development partner funded contributions <strong>and</strong> associatedexpenditure.To allow the ASLMs to generate financial reports for the <strong>ASDP</strong> at a sub-programmelevel, the IFMS budget <strong>and</strong> general ledger modules will have to be customised. Inparticular:• Reference codes will have to be incorporated into two modules - budget<strong>and</strong> general ledger.
