2 Institutional arrangements• Reviewing LGAs’ accountability, compliance with procurement regulationsand physical progress reports.2.10 Regional SecretariatThe Regional Secretariats represent the central government at the regional level.They provide specialist support to the agricultural sector and assist in the effectiveimplementation of the ASDP. The Economic Development Support ServicesClusters of the Regional Secretariats provide technical assistance and advisorysupport for the implementation of the ASDP to LGAs in the regions.Regional Secretariats support and assist LGAs in the preparation of DADP andensure that annual plans are based on the DADP and that they are executed withinspecified timeframes. The Regional Secretariats also:2.11 LGAs• Evaluate councils’ plans and quarterly reports to ensure compliance withnational agricultural sector guidelines• Collate and summarise council plans and quarterly reports for the region.LGAs are specifically responsible for:• Preparing the DADP, which is an integral part of District Development Plan(DDP), based on plans and budgets prepared through a communityparticipatory process• Preparing annual plans and budgets based on the DADP• The safe keeping of funds made available to them including opening andoperating bank accounts• Ensuring that the funds are used in accordance with the national guidelinesfor the ASDP• Ensuring that government regulations and procedures are adhered to in thecourse of implementing the programme in the council.Government of the United Republic of Tanzania14
2 Institutional arrangementsThe Chief Executives (Council Directors) of the LGAs are the Accounting Officersresponsible for ASDP funds disbursed to councils. In accordance with the LocalGovernment Finance Act No 9 of 1982 Section 33 (4), Chief Executives areresponsible for:• The proper financial administration of the programme• The overall management of the ASDP’s expenditures and revenue and allits assets and liabilities• Ensuring that all statutory guidelines for financial management of the ASDPare complied with• Responding within the deadlines to queries from the National Audit Office• Reporting on the affairs of the ASDP to the full council• Preparing periodic/performance reports for the council• Ensuring that all quarterly and annual financial and performance reportsare tabled before the councillors when they meet.Government of the United Republic of Tanzania15
