2 Institutional arrangements2.6 Agricultural Sector Lead Ministries (ASLMs)The ASLMs are responsible for the implementation of the <strong>ASDP</strong> at the national level.They include: MAFSC; MLD; MTIM; <strong>and</strong> PO-RALG. Whilst the MAFSC <strong>and</strong> MLD areresponsible for policy, technical guidance <strong>and</strong> monitoring of matters relating to theagricultural sector, the PMO-RALG is responsible for the overall supervision of theLGAs.The Permanent Secretary of each ASLM is the Accounting <strong>Of</strong>ficer for <strong>ASDP</strong> basketfunds channelled through <strong>and</strong> expended against their votes. They are thereforereferred to as Warrant Holders in accordance with Section 11 <strong>and</strong> Section 46 of thePublic Finance Regulations. Where expenditure is to be incurred by a particulardepartment of the ASLM, the Head of the Department becomes the Warrant Holder.The ASLMs’ Chief Accountants are responsible for the day-to-day operations of theaccounting system that are in line with the government financial laws <strong>and</strong> regulations.Chief Accountants must ensure compliance with procedures laid down in thisdocument.The ASLMs’ Chief Internal Auditors are responsible for carrying out operational,compliance <strong>and</strong> financial audits on the basis of a plan agreed with the <strong>ASDP</strong> <strong>Basket</strong><strong>Fund</strong> Steering Committee. They evaluate <strong>and</strong> report on compliance with procedures<strong>and</strong> controls in accordance with regulation 34 Sub-Section (1) of the Public FinanceRegulations of 2001.ASLMs are also responsible for:• Developing <strong>and</strong> following up on matters relating to national agriculturalguidelines, st<strong>and</strong>ards <strong>and</strong> performance indicators• Developing the formats for LGA technical agricultural reports• Reviewing the District Agricultural Development Plans with regard to theircompliance with the national sector policies <strong>and</strong> guidelines• Advising PMO-RALG on technical matters within the agricultural sector• Regulating the provision of agricultural sector services in the country• Supporting the Regional Secretariats on technical issuesGovernment of the United Republic of Tanzania11
