2 Institutional arrangements• Reviewing and approving its Terms of Reference, and updating andmodifying them when necessary• Overseeing the operations of the ASDP Secretariat with respect to themanagement of the Basket Fund• Instituting and regularly reviewing ASDP mechanisms for planning,management, monitoring, evaluation and funding• Ensuring that the basket fund’s resources are utilized to finance initiativesspecified in the programme document• Reviewing and commenting on consolidated district budgets and plans; thecentral ministries MTEFs; and supporting projects for the implementation ofthe ASDP• Examining and approving the basket fund and implementing institutions’periodic reports• Authorising the release of funds from the ASDP holding account to thedevelopment exchequer based on quarterly technical and financial reports• Discussing and agreeing any changes in the agriculture formula for LocalGovernment Authority (LGA) allocations, modifications in the annualassessment criteria, identifying LGAs which qualify for the grants, andissues pertaining to the rules of eligible investments, and cost sharingarrangements• Recommending submissions to the LGCDG Steering Committee throughthe ASDP Basket Fund Steering Committee representatives on theLGCDG Technical Committee• Endorsing and discussing audit reports, taking appropriate follow up action• Reporting to the ASDP National Steering Committee on the status of theprogramme.The ASDP Basket Fund Steering Committee’s Terms of Reference are set out inAnnex A of this document.Government of the United Republic of Tanzania8
2 Institutional arrangementsThe ASDP Basket Fund Steering Committee would be assisted by an Audit SubCommittee that is specifically responsible for:• Overseeing that the programme is financially disciplined• Reviewing internal audit reports and any significant changes from oneperiod to another• Advising the ASDP’s management any major variations noted in the auditreports• Advising Accounting Officers of the respective Ministries on actions to betaken on matters raised in the audit reports and providing a timeframe foractions to be implemented• Probing on the reasons where actions recommended were notimplemented• Carrying out all other lawful duties assigned by the ASDP Basket FundSteering Committee.2.5 ASDP SecretariatThe ASDP Secretariat has the overall objective of facilitating coordination andcollaboration amongst the ASDP stakeholders to ensure that they are and remainaware of the goals of the ASDP. Specifically the ASDP Secretariat have the followingfunctions:Operational functions• Providing day to day coordination of the formulation, implementation andreview of ASDP interventions• Providing technical support to the ASDP budgeting and financing processthrough providing oversight to the flow of funds mechanisms, particularly toLGAs (including formula and LGA performance implications on resourcetransfers)• Facilitating and supporting the development of the monitoring andevaluation systems for LGAs, ASLMs and of the sector as a whole, andaligning them with those of the MKUKUTAGovernment of the United Republic of Tanzania9
