2 Institutional arrangements2.1 IntroductionThis section describes the <strong>ASDP</strong>’s institutional <strong>and</strong> administrative arrangements bothat national <strong>and</strong> local levels. The institutional arrangements for the <strong>ASDP</strong> aresummarised in Figure 2.1 overleaf. Institutional m<strong>and</strong>ates, roles <strong>and</strong> responsibilitiesfor the management of the programme are specified in the remainder of this section.2.2 Annual Conference of StakeholdersThe agriculture sector involves a broad range of stakeholders with varying roles,interest <strong>and</strong> responsibilities. The views of the many different groups of <strong>ASDP</strong>stakeholders are of tremendous importance in the implementation of the <strong>ASDP</strong>.Consequently, an Annual Conference of Stakeholders (ACS) is organised to solicitthese views. The conference allows representatives of all stakeholders’ groups in theagricultural sector to be informed of, <strong>and</strong> express their views on, the <strong>ASDP</strong>implementation, progress <strong>and</strong> other matters relevant to the agriculture sector. ThePresident of the United Republic of Tanzania chairs the conference.2.3 National Steering CommitteeThe National Steering Committee (NSC), chaired by the Permanent Secretary (PS),<strong>Ministry</strong> of <strong>Agriculture</strong>, <strong>Food</strong> Security <strong>and</strong> <strong>Cooperatives</strong> (MAFSC) is responsible forpolicy making <strong>and</strong> coordinating the implementation of the <strong>ASDP</strong> at a national level<strong>and</strong> monitoring its performance to ensure that the goals of the programme are beingachieved. The NSC, which meets at least once in every quarter, comprises PSs of allthe ASLMs <strong>and</strong> all other collaborating ministries.2.4 <strong>ASDP</strong> <strong>Basket</strong> <strong>Fund</strong> Steering CommitteeThe <strong>ASDP</strong> <strong>Basket</strong> <strong>Fund</strong> Steering Committee, chaired by the PS, MAFSC, overseesthe use of funds allocated under the <strong>ASDP</strong> for both national <strong>and</strong> local governmentcomponents. The <strong>ASDP</strong> <strong>Basket</strong> <strong>Fund</strong> Steering Committee comprises PSs of all theASLMs (MAFSC, <strong>Ministry</strong> of Livestock development (MLD), <strong>Ministry</strong> of Trade,Industry <strong>and</strong> Markets (MTIM), <strong>and</strong> Prime Minister’s <strong>Of</strong>fice – Regional Administration<strong>and</strong> Local Government (PMO-RALG)); PS of the <strong>Ministry</strong> of Finance (MoF); tworepresentatives from each <strong>ASDP</strong> development partner; <strong>and</strong> Directors of Policy <strong>and</strong>Planning (DPPs) of all ASLMs as ex-officio members. The <strong>ASDP</strong> <strong>Basket</strong> <strong>Fund</strong>Steering Committee is responsible for:Government of the United Republic of Tanzania6
