<strong>March</strong> <strong>15</strong>, <strong>2012</strong>M I N U T E S<strong>The</strong> <strong>Lake</strong> <strong>County</strong> <strong>Sheriff's</strong> <strong>Office</strong> <strong>Merit</strong> Commission met in a regular session on Thursday,<strong>March</strong> <strong>15</strong>, <strong>2012</strong> at the Division of Transportation, 600 W. Winchester Road, Libertyville,Illinois, with the following:Present:Marion Watson, ChairpersonDr. Donald J. Klusendorf, Vice ChairpersonMichael Miceli, SecretaryJohn Matijevich, MemberHank Bogdala, MemberAlso Present:Chief Dave GodlewskiChairman David Stolman, <strong>County</strong> BoardSheriff Mark CurranCarla Wyckoff, State’s Attorney’s <strong>Office</strong>Chief Jennifer Witherspoon, Director of DiversionProgrammingRodney Marion, Director, Human ResourcesSusan Rankin, Executive SecretaryBeverly Bogdala, GuestSession called to order at 9:00AM by Chairperson Watson.Minutes from the 2/16/12 regular session and 2/21/12, 2/23/12, 2/28/12, and 3/6/12 specialsession meetings were reviewed and unanimously approved on motion of Donald Klusendorf,seconded by John Matijevich. Executive session minutes from 2/16/12, 2/28/12, and 3/6/12 werereviewed in Executive session but unanimously approved in open session on motion from HankBogdala, seconded by Donald Klusendorf.A summary of Personnel Action Items was distributed and accepted and ordered placed on fileon motion of Donald Klusendorf, seconded by Hank Bogdala.A summary of the YTD budget was distributed and reviewed, as well as expense reportsreviewed and signed. Mike Miceli made a motion to approve reports as presented, seconded byHank Bogdala. All in favor.Review was made of the current entry and lateral transfer eligibility lists. Our current ConditionalCertified Eligibility list has 100 candidates. <strong>The</strong>re are three candidates on the SupplementalTransfer list. <strong>The</strong>re are currently four candidates on the Certified Eligibility list.


Discussion was made in regards to the appointment of Kevin Lyons to Deputy Chief by theSheriff’s <strong>Office</strong> on February 29, <strong>2012</strong>. Pursuant to the <strong>Merit</strong> Commission Rules and Regulations,Article 5.02, Mr. Lyons was appointed by the Sheriff to the rank of Deputy Chief. He willcontinue to serve in the current capacity, perform the regular duties, and his title will remain thesame.Discussion was made regarding the upcoming job fair on May 17, <strong>2012</strong> at the College of <strong>Lake</strong><strong>County</strong> in Grayslake, IL. In addition to the job fair, discussion was made regarding job fairs andopportunities in Deputy Sheriff recruiting. Commissioner Mike Miceli suggested that recruitingin high schools would be beneficial in expanding recruiting efforts. ASA Wyckoff advised thatthe <strong>Merit</strong> Commission’s function is not in recruiting, but can be beneficial in jointly workingwith the Sheriff’s <strong>Office</strong>. Rodney Marion, HR Director, advised that the biggest challenge inrecruiting is actually getting potential candidates to take the test. <strong>The</strong> Sheriff’s <strong>Office</strong> also feelsthat it is beneficial for their office and the <strong>Merit</strong> Commission to work together in futureadvertising and recruiting opportunities.Chief Dave Godlewski advised there are currently four Deputy Sheriff openings. <strong>The</strong>re iscurrently one entry level candidate, Timothy Fish, at the State Academy who will graduate thismonth. Three candidates will attend the Suburban Law Enforcement Academy at the College ofDupage in April.Discussion was made regarding the recent Sergeant promotions in the Sheriff’s <strong>Office</strong>. SusanRankin distributed EOE and score statistical data from the past three Sergeant promotion testingcycles. Sheriff Curran advised that the top three Deputies in ranking order – Detective RobertRichards, Detective Gianni Giamberduca, and Detective Christopher Dador were promoted to therank of Sergeant. He also advised that Deputy Karen Kates, who was #12 on the list, andDetective Sara Balmes, who was #22 on the list, were promoted to Sergeant. Sheriff Curranadvised that there is a need to increase diversity in the Sheriff’s <strong>Office</strong>. ASA Wyckoff outlinedpromotional procedures as required by statute and Commission Rules and Regulations. <strong>The</strong>Sheriff indicated he would submit to the Commission a written explanation for his promotionannouncements.Donald Klusendorf made a motion to recess the meeting at 10:25AM. John Matijevich seconded.All in favor.Meeting reconvened from recess at 10:35AM.Discussion was made regarding the upcoming Illinois State Board of Sheriff’s <strong>Merit</strong>Commissions in Peoria on April 19, <strong>2012</strong>. Susan Rankin will provide an updated presentation todistribute at the meeting. Mike Miceli and Susan Rankin will attend but are waiting on specificdetails from Executive Director Melissa Madjic.Chairperson Watson requested a motion to go into Executive session at 10:50AM pursuant toChapter 5 of ILCS ACT 120 SECTION 2(c)(1) and Chapter 5 of ILCS SECTION 2(c)(11).


Motion made by Don Klusendorf, seconded by John Matijevich.<strong>The</strong> meeting was reconvened to regular session by Chairperson Watson at 11:20AM.Review was made of three entry and lateral candidate application and screening examinations.By unanimous vote, lateral transfer candidate Dwight Arrowood was certified to the Sheriff. Byunanimous vote, Nicole Pearson will be certified to the Sheriff. By split vote, Maria Nava will becertified to the Sheriff.<strong>The</strong> split vote on Maria Nava was as follows. Marion Watson – no; Mike Miceli – yes; JohnMatijevich – no; Hank Bogdala – yes, Donald Klusendorf - yes. Three yes. Two no.John Matijevich made a motion to accept those who were certified and rejected. Hank Bogdalaseconded. All in favor.Meeting adjourned on motion of Donald Klusendorf, seconded by John Matijevich at 11:25AM.
