CHAPTER V - CLAIMS AND OBJECTIONS DURING REVISION PROCESSAfter the draft publication of the rolls is made, preferring claims and objections are themethods by which names can be included or deleted in or from the electoral rolls andelector’s particulars can be corrected. These claims, objections and applications <strong>for</strong>corrections can be filed anytime except that, after last date <strong>for</strong> receiving nominationstill the elections are over, no change in the electoral roll can be effected.1. As already mentioned, the ERO shall have to notify the roll revision programmein Form 5 under RER 1960 as approved by the <strong>Commission</strong>. In this notice, all the stagesof revision process shall be mentioned including the period <strong>for</strong> receiving requests<strong>for</strong> inclusion, deletion , corrections and transpositions of names in the rolls.Statutorily, under Rule 12 of RER1960, a minimum of 15 days and maximum of 30days has to be provided <strong>for</strong> the purpose. The <strong>Commission</strong> has also power under theproviso to Rule 12 of RER 1960 to extend the period in respect of the constituency asa whole or in respect of any part thereof by a notification in the Official Gazette.2. Besides notification in Form 5, the ERO/DEO should ensure wide publicity of theroll revision programme through a meeting of political parties, advertisements in printand electronic media using comprehensive SVEEP programme and on CEO’s website.The CEOs shall personally ensure that draft electoral rolls of all ACs are displayed in theirwebsite with due search facility as per ECI instructions.3. (ii) When the stages of a revision programme are fixed by the ECI, a period isspecified <strong>for</strong> receiving these claims and objections. During this process, claims andobjections can be preferred only during this specified time period.4. During the revision process, the claims in Form 6 and 6A, objections inForm 7, corrections in Form 8 and transposition of entry in Form 8A are inquired into bythe ERO under Rule 20 of RER, 1960. Under Rule 21 of RER, 1960, ERO can, suo-motu,include names inadvertently omitted in the published draft (from manuscript oraccepted cases etc) and under Rule 21A ERO can suo-motu delete the namesinadvertently or erroneously entered.Forms <strong>for</strong> Claims, Objections and Corrections:5. Every claim shall be in Form 6 (Annexure 5.1a) and Form 6A (Annexure5.1b) signed by the person desiring to be enrolled as an elector in the roll in which theclaimant desires his name to be included. In the context of photo-rolls, all personsdesirous of getting enrolled with photograph, must submit their photograph along withForm 6 (<strong>for</strong> inclusion) itself. There is no need to submit a separate Form (001A) <strong>for</strong> thispurpose and the EROs should not encourage this practice.6. Persons shifting their place of residence within the same constituency shouldbe guided to file application <strong>for</strong> transposition of entry in Form 8A and not in Form6 as is the normal practice. The Form 6 should be so printed to ensure that theacknowledgement of receipt of Forms can be detached and handed over to the depositorconveniently and on the spot.38
