69. Under Rule 11(c) of the RER, 1960, the ERO shall supply free of cost 2 copies ofthe roll (complete set) to every political party <strong>for</strong> which a symbol has been exclusivelyreserved in the State by the <strong>Election</strong> <strong>Commission</strong>. Only 2 copies of the roll of aconstituency irrespective of the language in which they are prepared are to be supplied.When a roll is prepared in 2 languages, it would be sufficient to supply to each politicalparty 2 copies of the roll, one in each language. If, however, a political party prefers totake both copies in the same language, it will be supplied with the copies accordingly. Incases where a roll is printed in 3 languages, two copies in the language of their choicemay be supplied free of cost to each recognized political party. Soft copies may besupplied in all the languages in which the roll is printed, in case it is so demanded.70. The expression ‘Copy’ includes ‘Soft Copy’ and the <strong>Commission</strong> has decided thatone soft pdf copy and one hard print copy of the rolls can be shared with political parties.71. Further the commission has stipulated that the soft PDF copy of photo-rolls shallnot have the photographs against the elector’s details – instead only whether photo isavailable or not shall be indicated against the elector detail. In hard (print) copy thephotographs may be there.72. This rule does not make any distinction between the intensive revisionand summary revision of electoral roll. There<strong>for</strong>e, even during summary revision the EROshall supply free of cost 2 copies of complete sets of electoral rolls (mother roll togetherwith all supplements or integrated roll as the case may be) published as draft rolls to allrecognized political parties. For the supply of copies it is sufficient if due intimation inwriting is sent by the CEO to the recognized political parties to collect the copies ofelectoral rolls through their authorized representatives from the ERO concerned. Allarrangements should be made to supply copies of the draft electoral roll to all concernedon the date of publication.73. At the stage of Draft publication, complete set would mean the roll publishedas draft with all the supplements therein if any (including the last part of ServiceVoters). This Rule also does not make any distinctions between different parts of theroll. There<strong>for</strong>e the EROs and the DEOs should ensure that all the parts of theroll are published and shared with the political parties. This will include the last part ofthe roll containing the ‘Service Voters’ too.Copies to be made available on payment74. Copies of electoral roll should also be given on payment to all concerned,either in hard copy or in soft copy, preferably within a week from payment of requisiteamount to the CEOs/DEO/EROs. CEOs/DEOs/EROs must ensure that the softcopy of draft roll thus sold shall not contain the photographs (I mages) of electors.However, the availability or non-availability of the image in photo electoral roll shouldbe indicated to facilitate updation.Actions after Draft Publication and be<strong>for</strong>e final publication [For details seeChapter V]75. Soon after the draft publication is made the ERO should send a certificate in34
