inviting their attention to the public notice issued by them as well as the advertisement inthe newspapers impressing upon them that all qualified persons should apply <strong>for</strong> inclusionof their names irrespective of the fact whether the names were already on the rolls or not.The heads of institutions, officers etc., may be requested to collect applications in theprescribed <strong>for</strong>m from the eligible persons among their staff <strong>for</strong> inclusion of their names and<strong>for</strong>ward them to the <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong> upto the last date <strong>for</strong> receipt of theapplication, which is prescribed by the <strong>Election</strong> <strong>Commission</strong>.46. Every person making an application <strong>for</strong> the inclusion of his name in the roll shouldsubmit Form 18 or 19, as the case may be, duly filled in alongwith supporting documents.47. Apart from the above, the <strong>Commission</strong> issues its Guidelines <strong>for</strong>preparation/revision of <strong>Electoral</strong> Rolls <strong>for</strong> Graduates’/Teachers’ Constituencies each& every time including Public Notice and relevant Forms. All the instructions containedin the said Guidelines shall be followed scrupulously by the <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong>.Publication of <strong>Electoral</strong> Rolls of Graduates’ and Teachers’ Constituencies48. Under rules 10 and 22 statutory publication of the <strong>Electoral</strong> Rolls should be made inthe office of the <strong>Electoral</strong> <strong>Registration</strong> Officer. These should be published also in the talukoffice, municipal office etc. For this purpose the <strong>Electoral</strong> <strong>Registration</strong> Officer should sendcopies of the notice in Form V and relevant part of the <strong>Electoral</strong> <strong>Registration</strong> <strong>Officers</strong> to theconcerned officers. A copy of the roll <strong>for</strong> the entire constituency should be made available<strong>for</strong> inspection by the public. As in the case of Assembly Roll, <strong>Electoral</strong> Roll, <strong>Electoral</strong>Rolls should be printed be<strong>for</strong>e preliminary publication and lists of amendments printed <strong>for</strong>final publication.49. After the preliminary publication, 2 copies of the draft rolls should be supplied bythe electoral <strong>Registration</strong> Officer free of cost to every recognized political parties.Similarly after final publication two copies of the complete rolls should be supplied tothem.Disposal of claims and objections50. The same procedure as followed <strong>for</strong> the Assembly Rolls is adopted <strong>for</strong> the <strong>Electoral</strong>Rolls of Graduates; and Teachers’ Constituencies also.Preparation of final lists of amendments51. The heading <strong>for</strong> the final lists of amendments:—(1) Final lists of amendments 20…………...………………..Graduates’/Teachers’Constituency…………………….district………………………PartNo………….52. The list of amendments should be prepared in 3 sections, namely, Section-1“addition”, Section II correction” ; Section III “deletion”. The serial number of the freshentry in section I of the lists of amendments should be the next number after the last serialnumber in the relevant part of the draft roll.
