lnformation Services
lnformation Services provides strateg¡c planning, management and technical support for the City of
Vernon's Enterprise Systems, network infrastructure, communications network, technical services
contracts and is responsible for the distribution of all forms of electronic information.
Major achievements in this area included a Penetration test of the City's network to safeguard it from
outside intrusion, upgrades of the network infrastructure including a data domain file system,
implementation of a data archival system, public ¡nternet mapping solution with the Regional District of
North Okanagan, lnternet based Wireless security monitoring system base at the Crime Prevention unit,
Council Chambers upgrade for paperless agendas and the installation of a wireless iMesh at Cenotaph
Park and the Vernon Library.
Bylaw Enforcement
The Bylaw Enforcement Division administers and enforces approximately 30 regulatory bylaws, patrols
and maintains approximately 950 parking meters, City owned parking lots, the Parkade residential
permit zones and signed restricted parking. ln addition it provides security and enforcement services to
the downtown core and regional parks. Officers respond throughout the City investigating complaints
for a variety of infractions.
Human Resources
During 2008 the Bylaw Enforcement Division continued its
program of replacing meters, developing policies and
procedures and working with the Cities of Penticton and
Kelowna to coordinate wording and enforcement of
various bylaws. A new Rental Unit Standard Maintenance
Bylaw was approved by Council and Bylaw Enforcement
Officers increased enforcement of the City's Graffiti Bylaw.
The Human Resources Division manages City-wide external and internal staff recruitment, tra¡ning and
development; administers the City's payroll and benefits programs; provides employee and labour
relations advice and assistance and recommends and administers the City's health and safety programs.
2008 saw continued high recruitment volumes, establishment of a job evaluation Committee,
completion of CUPE Collective Agreement housekeeping issues and selection of a human resources
information system provider.
