and would be financed in under the <strong>2007</strong> and 2008 allocation (with top-up funding in futureyears).In December <strong>2007</strong>, a consortium comprising GFA Consulting Group ULG and HarewelleInternational Limited has been awarded the service contract for the Restructuring andDiversification Management Unit in <strong>Swaziland</strong>, funded by the European Commission. Thecontract value of this service contract amounts to approximately € 3.8 million and caters for 4long-term technical advisers and up to 130 person-months short-term experts. The contractstarted on 14th of January 2008.The European Commission requires that a <strong>Strategic</strong> Environmental Assessment (SEA) to beundertaken for the preparation and implementation of the country’s response strategythrough the NAS. Particular emphasis will need to be made on the technical assistance thathas been provided by the EC under the Accompanying Measures for the Sugar ProtocolCountries (AMSPC) (through the MIP) based on the EC Country Strategy Paper (CSP) forthe country. The SEA assignment will assess all the environmental effects (positive,negative, social or economic) associated with the preparation and implementation processesof the NAS actions. Particular attention will have to be given to those elements that caneither foster or break the effective performance of the NAS actions such as the availability ofwater resources for irrigation (water hydrology, greenhouse gases & climate change), energyco-generation (co generation through sugar cane trash and residuals), and development(land tenure & land use planning, flora & fauna), infrastructure improvements (transport costsavings) improved production efficiency (farm input use pollutants, land degradation,migration) and sugar processing (standards, socio-economic impacts). Another importantissue to be studied is the potential impact of HIV/AIDS on the sugar sector with a view toNAS implementation.The implementation of the NAS is on-going with the Ministry of Economic Planning &Development (MEPD) being the leading Government agency. The EC is the contractingagency for the implementation of the MIP actions and the RDMU playing a co-ordinationfunction. The NAS Steering Committee (NASSC) provides advice and contribution in theimplementation of the NAS actions. The members of the NASSC are the MEPD (Chair),Ministry of Agriculture (MOA), <strong>Swaziland</strong> Sugar Association (SSA), <strong>Swaziland</strong> Cane GrowersAssociation (SCGA), Ubombo Sugar, Royal <strong>Swaziland</strong> Sugar Corporation (RSSC),<strong>Swaziland</strong> Agriculture Development Enterprise (SWADE), Co-ordination Assembly of theNGOs (CANGO) and the RDMU. The NAS Working Groups (NASWGs) do the technicalanalysis on the proposed actions and make recommendations for endorsement by theNASSC.2. DESCRIPTION OF THE ASSIGNMENT2.1. ObjectiveThe global objective of the assignment is to describe, identify and assess the likely significantimpacts on the environment of the implementation of the country’s NAS actions. Thisexercise will take into account the preparation and implementation of the EC interventionsunder the AMSPC and other possible alternatives to support the delivery of the NAS actions.The outcomes of this assignment should be in a position to provide the decision-makers (i.e.the Government of <strong>Swaziland</strong> (GoS), the EC, the NAS SC and other donors) with relevantinformation to assess the environmental challenges and consideration with regards to theimplementation of the NAS actions and the sustainability of the results.
