Piece of legislationStockholm Convention onPersistent OrganicPollutants (POPs)Revised Protocol onshared watercoursesystems in the SouthernAfrican DevelopmentCommunity (SADC)Region (2000)Description / relevance to the NASUnited Nations Convention for the control of the possession andgeneration of Persistent Organic Pollutants (POPs). This Convention isrelevant to the NAS as the burning of organic matter (bagasse and sugarcane) generate dioxins and furans regulated under the StockholmConvention, and which should be addressed by the Government’sNational Implementation Plan (NIP).The overall objective of this Protocol is to foster closer cooperation forjudicious, sustainable, and co-coordinated management, protection, andutilization of shared watercourses, and to advance the SADC agenda ofregional integration and poverty alleviation.The SADC Protocol on Shared Water Systems was signed by thirteen ofthe fourteen SADC member states, including <strong>Swaziland</strong>, in August 2000.Member States undertake to establish appropriate institutions necessaryfor the effective implementation of the provisions of the protocol,including: (a) a Monitoring Unit, based at the SADC Environment andLand Management Sector; (b) River Basin Commissions between basinstates and in respect of each drainage basin; (c) River Authorities orBoards in respect of each drainage basin. The main objectives of theRiver Basin Management Institutions are: to develop a monitoring policyfor shared watercourse systems; to promote the equitable utilisation ofshared watercourse systems; to formulate strategies for the developmentof shared water course systems, and; to monitor the execution ofintegrated water resource development plans in shared watercoursesystems.RDMU (<strong>Strategic</strong> Environmental Assessment of the National Adaptation Strategy) - Page 172
