Policy, Plan orProgrammeDraft National LandPolicy (NLP) (1999)National PhysicalDevelopment Plan(NPDP) (1996-2006)National Transport PolicyDescription / relevance to the NASThe Draft Policy was prepared with a view to improving access to landand security of tenure on Swazi National Land (SNL), including tenure onirrigation schemes, and clarifying roles and responsibilities for landadministration. The possibility of leasehold arrangements and transferableuser rights for individual farmers and farmer groups on SNL areconsidered, proposing that the 99-year leasehold concept, already beingapplied on SNL by the Ministry of Housing and Urban Development(MoHUD) in an urban context, be applied to rural SNL. The Draft alsoproposes changes to systems of land allocation to allow women to haveequal access.Further development of the NLP was temporarily suspended pending thefinalisation of the Constitution. There have been recent developments infinalising the draft but no publicThe Plan specifies where development should happen. Its main purposeis to spatially interpret national economic planning and implementationcurrently driving all major developments in the country, and to strengtheninter-sectoral coordination of the overall development within a spatialframework, ensuring balanced use of land and natural resources. Planproposals have been formulated for six sectors: the physical environment,rural land use and agriculture, non-agricultural productive sectors, humansector hierarchy, infrastructure, and community facilities.In 2004 the GoS initiated the preparation of Regional PhysicalDevelopment Plans (RPDP), to integrate the planning of urban centresand rural districts.The transport policy is oriented to establish a transport system thatprovides a safe, efficient, cost-effective and fully integrated infrastructureand operations to best meet the needs of customers, promotes economicand social development, and is environmentally and economicallysustainable.The Policy refocuses the GoS’s primary role to policy and strategyformulation and regulation, with reduced direct involvement in operationsand provision of infrastructure services. The principle of user charging willbe used either from direct or indirect sources. However, the GoS is awareof its responsibilities to provide socially necessary infrastructure in ruralareas and ensure improved mobility and accessibility.The road sub-sector policy and strategy is on strengthening theinstitutional capacity of the Ministry of Public Works and Transport,reforming the institutional environment, and establishing new financingmechanisms for road development.The Transport Policy is of relevance to the NAS with regards to itstransport component.RDMU (<strong>Strategic</strong> Environmental Assessment of the National Adaptation Strategy) - Page 163
