Institutional ActorEnergy Department,Ministry of NaturalResources andEnergy<strong>Swaziland</strong> ElectricityCompany (SEC)<strong>Swaziland</strong> NationalTrust Commission(SNTC)<strong>Swaziland</strong>Meteorological<strong>Service</strong>s (SMS)Description / relevance to the NASThe NSP has 8 sub-thematic areas, for which NERCHA plays a coordinationrole: institutional arrangements, community mobilization, planningand programme development, advocacy and communication, themainstreaming of cross-cutting issues (human rights, gender, poverty,socio-cultural practices, and disability), M+E, HIV and AIDS research, andresource mobilisation and management.The core principles that guide NERCHA in coordinating and managing itsnational response are: national and equitable coverage of services, usinglocal solutions and existing structures, community-driven interventions,sustainability of interventions, and mainstreaming of HIV and AIDS, as acore component of business and work.Relevance to NAS: Issues include: impact of smallholder (sugar) irrigationschemes and other sugar sector developments on the increase of HIV/AIDSand other sexually transmitted diseases and impact of HIV/AIDS on theperformance/effectiveness of the sugar sector.The Mission of the Energy Department is to “effectively manage the nationalenergy resources and to work towards affordable and sustainable energyprovision for all the people of the country, whilst ensuring the internationalcompetitiveness of the energy sector”. Its functions cover, amongst others,the improvement and administration of legislation in the sector, analysis ofenergy policy, technical studies research and projects, and providing energysecurity through energy trade and diversity of supply services.The Energy Department is relevant to the NAS in regards to: co-generationwith sugar cane biomass; Independent Power Producers; energy securityfor cane growers; sustainable energy policy.Parastatal with responsibilities for the supply of electricity. Its MissionStatement includes the need to supply the electricity in an environmentallysound manner. The <strong>Swaziland</strong> Electricity Company is relevant to the NASespecially with regards to energy requirements and costs to small growers,as electricity is, together with transport, one of the most important factorsthat could make a difference between viable or non-viable farming.The <strong>Swaziland</strong> National Trust Commission (SNTC) is a body corporateestablished by the SNTC Act of 1972. The Act provides for the operation ofcultural institutions and the proclamation and management of nationalparks, monuments and related matters. The Act grants the SNTC powers toproclaim national parks and monuments. It can acquire or alienate movableand immovable property subject to this Act with the approval of the DeputyPrime Minister. Any doubts or clarification of this Act require the Minister toobtain the decision of the Ngwenyama in writing which decision shall befinal and binding to all concerned.The Department of Meteorology is the National Meteorological Authority for<strong>Swaziland</strong>, which operates under the Meteorology Act 1992.
