Institutional ActorDepartment of WaterAffairs (DWA),Ministry of NaturalResources andEnergyRoads Department,Ministry of PublicWorks and TransportNational EmergencyResponse Council onHIV and AIDS(NERCHA)Description / relevance to the NASOne of the key institutions established under the Water Act 7 of 2003 isDepartment of Water Affairs (DWA), and is under the MNRE.Responsibilities of the DWA include, inter alia, to:• provide technical support and advice to the NWA;• arrange for provision of technical advice and co-operation from and withother Ministries;• monitor surface, ground-water and water releases from and tointernational borders as per international law and any agreementsbetween <strong>Swaziland</strong> and its neighbouring states;• monitor surface and groundwater quality to control water pollution;• ensure that projects that are dependent on water resources are fullysupported through the provision of adequate water supplies;• seek international agreements that ensure an equitable waterapportionment with neighbouring states, in compliance with internationallaw;• periodically review <strong>Swaziland</strong>'s surface and groundwater balances; in thelight of developments that have taken place in <strong>Swaziland</strong> and upstream;• implement the national Water Resources Master Plan (WRMP) (aNational Water Resources Strategy) and other water strategies waterpolicies as approved by the NWA;• develop and implement drought and flood management strategies; and• co-ordinate water management for equitable allocation, utilisation andsustainability of water resources by River Basin Authorities, othergovernment departments and non-governmental organisations.The Department’s Mission is to “provide, maintain and improve a safereliable and environmental sustainable road network that will stimulatesocio-economic development, job creation and reduced road user costs”.To do this it studies, analyses, design, upgrades, constructs and maintainsthe National Road Network.The Roads Department is relevant to the NAS insofar as its infrastructurecomponent is concerned.An organisational body established by government in December 2001 as aCommittee under the Prime Minister’s Office, NERCHA became a Councilby Act of Parliament <strong>No</strong>. 8 2003. NERCHA Council reports directly to thePrime Minister 59 .Its mandate is to co-ordinate and facilitate the national response toHIV/AIDS, and to oversee the implementation of the National Multisectoral<strong>Strategic</strong> Plan (NSP) for HIV and AIDS and develop the NationalMultisectoral <strong>Strategic</strong> Framework (NMSF) for HIV and AIDS 2009-2014.
