Institutional Actor<strong>Swaziland</strong> SugarAssociation (SSA)<strong>Swaziland</strong> Water andAgricultureDevelopmentEnterprise (SWADE)Description / relevance to the NAS• recommend to the Minister the adoption of water quality objectives;• recommend to the Minister time limits for renewal of permits;• cause to be maintained, expanded and continued, the collection ofhydrological, meteorological or other water related data and to arrange forthe collecting and making available to the Authority, to the Board and tothe public of all such data as may be obtained.An umbrella organisation equally owned by the cane growers and themillers of sugar cane. Its mandate is to promote the efficient production aswell as the optimal marketing of the country’s sugar. Sugar cane growing isonly allowed through a quota issued by the Sugar Industry Quota Board.Marketing of all sugar produced in <strong>Swaziland</strong> is through the SSA; theproceeds from the sales are distributed based on an agreed sharingstructure; the SSA makes payment to the three millers, who in turn areresponsible for onward distribution to the growers.SSA also provides technical services to assist the industry raise operationalefficiency, especially at field level. This includes assisting smallholder canegrowers working on SNL through training, extension services and irrigationadvice (this function the SSA is sourcing from the mills through the OutgrowerDepartments).In 2001 SSA received certification under the ISO 9001:2000, a qualitymanagement system designed to place operations at a systematic,consistent level.<strong>Swaziland</strong> Water and Agricultural Development Enterprise (SWADE) is acompany wholly owned by Government; it is controlled and monitored as aPublic Enterprise, in terms of the Public Enterprise (Control & MonitoringAct, 1989). It operates under a Board of Directors, which is responsible forthe overall policy direction. SWADE falls under the Ministry of Agriculture.SWADE is mandated by Government “to facilitate the planning andimplementation of the Komati Downstream Development Project and theLower Usuthu Smallholder Irrigation Project, and any other large waterprojects that Government may assign from time to time.”SWADE plays the role of facilitator rather than manager of projects; thisensures that the affected communities control their development. SWADE iscomposed of a multi-disciplinary team of advisors and trainers who enablebeneficial national development and community integrity in the ProjectDevelopment Areas.SWADE has two broad national objectives that it seeks to fulfil, namely; 1.Promoting participation of smallholder farmer organizations in irrigatedagriculture and development of other enterprises as part of povertyeradication programme for rural areas; and 2.
