RECOMMENDATION INVOLVED INSTITUTION /ACTORSIMPLEMENTATION ARRANGEMENTSIt is recommended to disseminate the findings of the StrEA through a joint press release(GoS – EC). This was done recently in Zambia, with an immediate reaction by journalistsdrawing further attention to the Study.It is recommended for the GoS and the EC to carry out a review on the effectiveness ofthis StrEA process; this could take place around 6 to 12 months after its completion. Thereview would respond to questions such as: (i) did the recommendations made in the StrEAget implemented? Why or why not?, and (ii) did the StrEA lead to better decisions from anenvironmental and socio-economic point of view?o The EC’s environmental advisory services developed a framework for the evaluationof StrEA effectiveness (unofficial document), which could be used as a basis for thereview assessment. There are other guidance documents available which could beused as reference (e.g. in the OECD DAC SEA Guidance57).o The results of the follow-up study should be used to draw lessons useful for theenhancement of the StrEA system in <strong>Swaziland</strong>, as well as for future StrEAs financedby the EC. Experiences could be shared in the region and internationally (e.g. at theIAIA – International Association for Impact Assessment – annual conference), also asa way to trigger discussions with experts in the area that could be useful forimprovement. This would also raise visibility of GoS and EC efforts to effectivelymainstream the environment in its policies, plans and programmes.RDMU, ECSSA, EC, SEARDMU to prepare and publish a pressstatement on the StrEA and its corefindings to broaden public awareness ofthe findings and challenges facing thesector.Financing for this activity could besought from the EC, as it is relevantalso for evaluating effectiveness of ECledStrEA processes7.5 Performance indicatorsPerformance indicators related to the socio-economic and environmental aspects of the NAS are discussed in Section 6 above.
