H. REGULATION OF ATMOSPHERIC EMISSIONSThe list of “controlled air pollutants” included in the Atmospheric Pollution ControlRegulations (2010) (Schedule Two) should be amended to eliminate the ambiguous controlparameter “any other potentially toxic compounds”, which is unmanageable for regulatorypurposes. Instead a provision should be put in place in the main text of the Regulations tothe effect that the SEA may require other air pollutants to be monitored based on the natureof the operator’s activities.The <strong>Swaziland</strong> Environment Authority should take measures to implement the AtmosphericPollution Control Regulations (2010), including ensuring that sugar mills carry out therequired monitoring.Millers, from their part, must take the necessary steps to be in full compliance with theAtmospheric Pollution Control Regulations and carry out the necessary monitoring.Based on the results of the monitoring of atmospheric emissions following implementation ofthe Air Pollution Control Regulations (2010), it can be determined if more efficient stackpollution control systems are required.Ministry of Environment andNatural Resources; <strong>Swaziland</strong>Environment Authority<strong>Swaziland</strong> Environment AuthorityMillersNB: This action needs to be addressedat a level higher than the NAS.The NAS SC and the EC should raisethis issue with the MENR and the SEAto put it in their agenda.NB: This action partially needs to beaddressed at a level higher than theNAS.The NAS could establish a deadline forthe sugar Mills to develop andimplement air quality monitoring andreporting.Also, the NAS SC and the EC shouldraise this issue with the SEA to put it inits agenda.7.4 Recommendations of a general natureRECOMMENDATION INVOLVED INSTITUTION /ACTORSIMPLEMENTATION ARRANGEMENTSI. ADDRESSING RECOMMENDATIONS THAT FALL BEYOND THE SCOPE OF THE NASAll recommendations which fall beyond the immediate scope of the NAS (highlighted inyellow in the tables on recommendations) are nevertheless important to improve theenvironmental and socio-economic performance of the sugar sector in <strong>Swaziland</strong>.Attention must be explicitly drawn to the relevant institutions and bodies on the importance ofactions from their part for the improvement of the sugar sector.RDMURDMU to write dedicatedcommunications to the concernedbodies (mainly NWA, DWA, SEA,RBAs, MNRE, MOA), informing of theoutcome of the StrEA process, how theenvironmental and socio-economicperformance of the sugar sector can beimproved by actions from theirinstitutions (spelling them out), andinviting them to a dialogue on theirrelevance and the way forward.RDMU (<strong>Strategic</strong> Environmental Assessment of the National Adaptation Strategy) - Page 123
