RECOMMENDATION INVOLVED INSTITUTION /ACTORSIMPLEMENTATION ARRANGEMENTSD. HIV/AIDSTo undertake studies focusing on the impact of HIV/AIDS on the industry. This will include:oooAn analysis of the national policy, regulatory and institutional framework to addressHIV/AIDS-related challenges in the sugar industry, and of what is being implementedon-the-ground;An analysis to determine risk/trends as they relate to the sugar industry (utilising, e.g.statistical projections, Health Impact Assessments, research projects), includingstakeholder response to the possibility of risk; andAn assessment of the effects of possible changes in the industry, such as reduction insmallholder projects, mechanisation, and introducing irrigation systems to reduceemployment requirements and/or to alleviate the workload of those who are ill. Inparticular the latter should concentrate on a cost-benefit analysis of mechanisation asa mitigating factor to possible labour-related shortages, for the mills and canegrowers.To invest in health services impacting on the sugar industry through allocating resources tothe identification and management of HIV/AIDS, with emphasis on VCT to be able to assessthe extent of the problem, and specifically in relation to small cane growers.RDMU and the Sugar estates withassistance from NERCHA.RDMU, as part of the MIP, withassistance from the MoH.This recommendation falls directly in thescope of the NAS, and could beintegrated in it.Could be funded by the EC withpossible financial support from GlobalFund. Input from NERCHA, the MoH(particularly SNAP and local healthcentres), Millers, and project developers(e.g. SWADE).A report from RSSC on aspects ofHIV/AIDS as it relates to the companiesneeds to be included, with permissionfrom the RSSC. Research intomechanisation can be incorporated intothe study undertaken for the long-termsustainability of small cane growers.It could be funded by the EC, withpossible financial support from GlobalFund. The work can be coordinated withthe provision of HIV/AIDS related healthservices by the Millers (RSSC andUbombo Sugar), by SWADE as adeveloper of smallholder irrigationprojects, and the services provided bythe MoH in sugar irrigation areas andneighbouring communities.RDMU (<strong>Strategic</strong> Environmental Assessment of the National Adaptation Strategy) - Page 119
