BACKGROUNDThe project on Management and Technical Assistance Facility (MTAF) to strengthen Global FundImplementation in Indonesia, supports the efforts to strengthen the capacities <strong>of</strong> Principal


Recipients and the Country Coordinating Mechanism to successfully manage the implementation <strong>of</strong>the Global Fund for AIDS, TB and Malaria (GFATM) grants in Indonesia between 2011 and 2013. Thisproject will support the first 2-year phase <strong>of</strong> a programme to establish and operationalize theManagement and Technical Assistance Facility for the implementation <strong>of</strong> Global Fund grants. <strong>UNDP</strong>will provide capacity development services to the MTAF while the Facility, in turn, will facilitatePrincipal Recipients and their Sub-Recipients to fulfil their needs in the areas <strong>of</strong> technical orprogrammatic assistance and management assistance, such as institutional and projectmanagement, financial management, procurement and supply chain management, and monitoringand evaluation.The Country Coordinating Mechanism (CCM) Indonesia is the Implementing Partner <strong>of</strong> this project.The Country Coordinating Mechanism is a partnership forum that is currently functioning well inoverseeing, guiding and leading the development <strong>of</strong> Global Fund proposals and the implementation<strong>of</strong> grants to respond to AIDS, TB and Malaria. With representation from the government, nongovernmentorganizations, civil society and pr<strong>of</strong>essional organizations, as well as developmentpartners and donors, the Country Coordinating Mechanism is strongly positioned to play acoordinating and facilitating role in the provision <strong>of</strong> management and technical assistance for bothgovernment and non-government Principal Recipients through the Management and TechnicalAssistance Facility.CCM in Indonesia was established in 2002 to oversight program implementation funded by TheGlobal Fund for AIDS, TB and Malaria diseases in Indonesia. One <strong>of</strong> the key output <strong>of</strong> this project isthat the Global Fund programme performance implementation enhanced. This output focuses on anoverall strengthening <strong>of</strong> grant management performance, which will be achieved throughstrengthening grant implementers’ capacity for financial management, procurement and supplychain management, M&E and project management, and by strengthening the capacity <strong>of</strong> theCountry Coordinating Mechanism to exercise oversight over the Management and TechnicalAssistance Facility. Results will be reflected in good Global Fund grant performance ratings, fundsbeing disbursed as planned and a reduced incidence <strong>of</strong> serious issues in grant management.As one <strong>of</strong> the key elements in the Global Fund architecture/structure, the CCM is central to theGlobal Fund’s commitment to local ownership and participatory decision making in themanagement <strong>of</strong> grant funds. The capacity strengthening needs <strong>of</strong> the TWGs and the CountryCoordinating Mechanism Secretariat with regard to oversight will be assessed and analysed, andappropriate responses will be developed. CCM Oversight Visit in general is a complete performanceassessment grant in the field as a whole and categorized into two types: (1) Collection <strong>of</strong>information site visits in general, and (2) Investigation site visit.Based on CCM work plan 2012, the Field Oversight Visit was conducted in Q2-Q3 (September-October 2012) to 9 (nine) provinces in Indonesia. The provinces are NTT, NAD, West Java, WestPapua, North Sumatera, South Sulawesi, East Java, Bangka Belitung, and Lampung. The objective is toinvestigate, analyze and assess the implementation <strong>of</strong> ongoing activities <strong>of</strong> TGF funding received. Theteam <strong>of</strong> field oversight visit comprises <strong>of</strong> 3-4 persons from CCM members and experts <strong>of</strong> TWG.After the field oversight visit, each team has to provide report in accordance to a standard reportformat. The report should be submitted to the CCM Oversight Committee (through CCM Secretariat)within ten days after visits. At the time being, reports from all teams have been received by the CCMSecretariat and ready to be processed and analyzed. For this purpose, the CCM Secretariat needsassistance <strong>of</strong> one specialist to process and analyze these reports.2. OBJECTIVE<strong>UNDP</strong> is facilitating CCM (as the Implementing Partner <strong>of</strong> the MTAF project) to seek a seniorspecialist who is familiar with the Global Fund grants policies and CCM function and activities, inparticular on the Field Oversight Visit, to assist in processing and analysing reports <strong>of</strong> CCM OversightCommittee visits 2012.
