February 2011TransportationWhile over‐ocean movement of supplies and provisions to the operating forces is aprimary focus of this group, it also maintains prepositioned equipment and suppliesas well as other special mission services.Transportation is comprised of the Military Sealift Command (MSC) whose majorclients include the fleets, Naval Sea Systems Command, and Space and NavalWarfare Systems Command. The three programs budgeted by MSC through theNWCF are: 1) Naval Fleet Auxiliary Force whichprovides support using civilian mariner manned noncombatantships for material support, ocean going tugs,and salvage ships; 2) Special Mission Ships whichprovide unique seagoing platforms, operation of <strong>Navy</strong>command ships, and contracted harbor tugs; and 3)Afloat Prepositioning Force <strong>Navy</strong> which deploysadvance material for strategic lift in support of theMarine Expeditionary Forces.Activation changes in FY 2012 are for the delivery of twoAuxiliary Cargo and Ammunition Ships. There are nodeactivations planned for FY 2012.NWCF CashThe Departmentʹs goal is to maintain the cash balance in the seven to ten day rangebased on the average daily expenditure rate for two fiscal years plus a six monthprojection of outlays to procure capital investments. The cash forecast of collectionsand disbursements considers cyclical timing (e.g., payroll disbursements based onpayroll periods, timing of major disbursements including capital purchases, vendorpayments within and outside government, long lead contract accruals, and transfersif known). The NWCF cash balance fluctuates primarily from the return of excessaccumulated operating results for prior year gains and the transition to <strong>Navy</strong> ERP.6‐5
