February 2011MRAP vehicle workload continues to grow at the Marine Corps Depots andincludes repairs and upgrades to vehicles in‐theater as well as the depots. Currentprojections of other workload include repair of combat‐damaged equipment andweapons systems returning from Operation Iraqi Freedom / Operation EnduringFreedom (OIF/OEF) as well as armor/ballistic protection upgrades prior to OCOdeployments. The impacts of the changing force levels associated with OCOcontinue to develop and will have an impact on depot maintenance operations.Research and DevelopmentResearch and Development includes the Warfare Centers and the Naval ResearchLaboratory. R&D activities are very heavily involved in the development,engineering, acquisition and in‐service support of weapons systems and equipmentfor the air, land, sea, and space operating environments. These efforts are key to thesuccess of <strong>DON</strong> and DoD operations now and inthe future. Other areas where the R&D activitiesmake major contributions are battle‐spaceawareness, net‐centric operations (connectivity andinteroperability), and command and control. Theircontributions are evidenced through their research,engineering and testing efforts in the fields ofspace, aerial, surface and sub‐surface sensors,communications systems, multi‐media data fusion,and battle management systems. In accordancewith the defense acquisition workforce initiative,R&D activities are implementing improvements and greater standardization therebycontributing to the progression of overall acquisition process and executionimprovements.Certain R&D activities support logistics through the repair and maintenance ofselect items of operating forces weapons and equipment. This is done in thoseinstances in which the work is limited in scope, irregular in schedule and/or veryspecialized (and therefore not sufficient to warrant fully dedicated depot facilities orcommercial source interest). Success in the logistics area is vital to ensuring thenecessary mission capabilities of the operating forces. Workload at R&D activitiesremains robust and relatively constant between FY 2010 and FY 2012, atapproximately $13 billion annually.Additionally, NWCF R&D activities have been at the forefront of implementing<strong>Navy</strong> ERP. <strong>Navy</strong> ERP came on‐line at Naval Air Warfare Center and at the Spaceand Naval Warfare Systems Centers in FY 2008 and FY 2010, respectively. <strong>Navy</strong>6‐3
