DEPARTMENT OF THE NAVYNAVY WORKING CAPITAL FUNDRESEARCH AND DEVELOPMENTNAVAL UNDERSEA WARFARE CENTERFISCAL YEAR (FY) 2012 BUDGET ESTIMATEFEBRUARY 2011Mission Statement/Overview:The mission of the Naval Undersea Warfare Center (NUWC) is to operate the <strong>Navy</strong>’s fullspectrum research, development, test and evaluation, engineering and fleet support center forsubmarines, autonomous underwater systems and offensive and defensive weapon systemsassociated with Undersea Warfare.Activity Group Composition:The Naval Undersea Warfare Center was established in January 1992, and is composed of twodivisions, located in Newport, RI and Keyport, WA, and several detachments. The NUWCHeadquarters organization is located at Newport, RI.Newport Division: The mission of this division is to provide research, development, test andevaluation, engineering, analysis and assessment, and fleet support capabilities for submarines,autonomous underwater systems, and offensive and defensive undersea weapon systems, andto steward existing and emerging technologies in support of undersea warfare. The divisionalso executes other responsibilities as assigned by the Commander, Naval Undersea WarfareCenter. The primary operating site is in Newport, RI with smaller operations at West PalmBeach, FL, Andros Island Bahamas and Norfolk, VA.Keyport Division: The mission of this division is to provide test and evaluation; in-serviceengineering, maintenance, and repair; Fleet readiness, and industrial-base support for underseawarfare systems, countermeasures, and sonar systems. We execute other responsibilities asassigned by the Commander, Naval Undersea Warfare Center. The major operating site is atKeyport WA, with detachments in Hawthorne, NV, San Diego, CA, Pearl Harbor, Hawaii, andNanoose, British Columbia.Significant Changes Since the FY 2011 President’s Budget:Starting in FY 2012 the Naval Sea Logistics Center (NSLC) will transition to the <strong>Navy</strong><strong>Working</strong> <strong>Capital</strong> <strong>Fund</strong> (NWCF) and organizationally align under NUWC Division Keyport. Themission of NSLC is implementing cost effective Life-Cycle Logistics, Maintenance Support, andSolutions to the <strong>Navy</strong>’s Acquisition and Sustainment Program Offices and Fleet units. Anadditional 425 end strength and $147.3M in new orders are included in the FY 2012 budgetestimate as a result of this transfer. The major operating site for NSLC is in Mechanicsburg, PA,with smaller detachments in Fairfield, CA, San Diego, CA, Portsmouth, NH, Indian Head, MD,Norfolk, VA. The transition to NWCF will provide NSLC a more appropriate financial
