<strong>TRADOC</strong> <strong>Pam</strong> <strong>525</strong>-3-7-<strong>01</strong>Required CapabilitiesListed below are S&T capabilities the <strong>Army</strong> needs to successfully identify, influence, andintegrate future technologies with the potential to affect the human dimension.Maintain an in-house research and development capability to focus on <strong>Army</strong>-specificS&T requirements.Maintain a liaison with other DOD, Service, and S&T development agencies and nationallaboratories to identify new and emerging S&T applications to utilize in <strong>Army</strong> programsto address identified requirements.Maintain relationships with educational institutions and industry to cooperate in thedevelopment and integration of dual-use technologies that benefit both partners.Maintain watch over national and international S&T trends and developments. The <strong>Army</strong>must be able to detect, identify, evaluate, and, as appropriate, apply new technologiesdeveloped in educational institutions, by industry, and in military programs, domesticallyand abroad. Pay particular attention to S&T developments with the potential ofaddressing known requirements.The <strong>Army</strong>’s procurement system must have the agility to acquire new technologies thatsatisfy existing requirements and adapt ongoing programs to integrate newly discoveredor acquired technological capabilities.The <strong>Army</strong> must maintain a capability to envision future S&T trends and anticipatetechnological breakthroughs that significantly affect the global or regional balance ofpower.The <strong>Army</strong> must develop a capability to model the impact of emerging technologies onglobal military, economic, and social systems to anticipate developments that can eitheraggravate or mitigate conditions that may cause future conflict.The <strong>Army</strong> must maintain the capability to monitor an adversary’s S&T programs andtheir focus. Then we must develop an ability to anticipate the impact of S&Tdevelopments on an adversary’s human dimension. While the S&T itself may beidentical or similar, other factors will vary from ours and will affect the ability andmanner in which the adversary integrates S&T into the human dimension.Questions for Further ExplorationThe ethical and moral issues associated with the integration and use of advanced technologieswill not disappear in the OE of 2<strong>01</strong>5-2024. The <strong>Army</strong> must integrate today’s S&T initiativeswhile directing and focusing research and development to find tomorrow’s opportunities. How will S&T developments affect the recruiting effort? Will future S&T discoveriesrequire new qualifications or adjusted standards for new recruits? Can advancements in S&T help us more accurately predict the results of the trends anddefine the potential future OE? Will advanced computing technologies enable the <strong>Army</strong> to create models and simulationsthat will show us how to reinforce positive aspects of these trends while reducing theimpact of negative effects?180
