IBSSA official publication 2006Bomb safety in the civil sectorFatal accidents due to lack of regulationsBomb security <strong>and</strong> exploitation tasks representone of the least regulated areas of theHungarian civil security profession, becauseeven at present the bomb disposal activities onmotorways <strong>and</strong> in institutions, bomb securitytasks related to events are performed in the civilsector by ex-service <strong>and</strong> retired bomb disposalexperts <strong>and</strong> security experts trained in the civilsector with a silent approval of authorities. Thestate, as the legislator, has been struggling tocome up with legislation for this area for morethan ten years now, although the social needscreate more dem<strong>and</strong> than may be covered withthe bomb disposal staff of the Ministry ofInterior <strong>and</strong> the Army, especially based on theincreased number of bomb scares in the recentperiod. The impact of bomb threats spectacularlydemonstrates weaknesses of the society, creatingchaos <strong>and</strong> panic among authorities <strong>and</strong>the population. On the other h<strong>and</strong>, the successfulexplosions highlight the success of perpetratorsbecause they make the headlines in masscommunications. The advantages of explosionsfor terrorists may be offset with active involvement<strong>and</strong> deliberate information of securityservices, civil organisations <strong>and</strong> the population.The brief historical review of bomb disposal<strong>and</strong> bomb detection activities in Hungaryreveals the expectations of the society in thisarea. Following the Second World War, the FirstIndependent Bomb Disposal <strong>and</strong> MineDetection Battalion of the army had a national<strong>and</strong> exclusive competence for the disposal ofmilitary explosives. In addition to these tasks,they were also responsible for securingHungarian <strong>and</strong> foreign individuals during theirstay in Hungary in terms of bombs. The activitieshad to be separated because of an increasingnumber of tasks <strong>and</strong> terrorist threats: the armyis still responsible for the disposal of militaryexplosives in public <strong>and</strong> private areas arisingfrom military activities <strong>and</strong> negligent h<strong>and</strong>ling,while the police have been assigned with thetask of managing improvised bombs <strong>and</strong> st<strong>and</strong>ardmilitary instruments relating to crimes. Inaddition, the police are also responsible for thebomb investigation at celebrations, events <strong>and</strong>in threatened buildings, disposal of detectedbombs, expert analysis followed by destruction.Following an increase in the number of activities,at the end of the 1980’s trained bombresearchers emerged within the framework ofthe police forces <strong>and</strong> following the systemicchange in 1989 the number of departmentsengaged in bomb disposal, bomb detection <strong>and</strong>similar activities appeared in more <strong>and</strong> morepolice units. Act IV of 1998 on bodyguards <strong>and</strong>security guards in companies as well as privatedetectives could not regulate bomb detectionactivities in the civil sector either, thus theProfessional Chamber of <strong>Bodyguard</strong>s, <strong>Security</strong>Guards <strong>and</strong> Private Detectives classified bombdisposal on motorways <strong>and</strong> in institutions asanother activity.Several bomb disposal <strong>and</strong> bomb detectionexperts died or obtained permanent injuriesfrom bomb disposal activities on motorways<strong>and</strong> institutions due to lack of legal regulationsin recent years. The bomb detection tasks ofbodyguards <strong>and</strong> security guards were rejected bythe society due to lack of basic knowledge,because the irregularity of inadequate implementationviolated the intimacy of private individuals.Only bomb detection activities performedMr. Csaba Kertész23
