THE UNIVERSITY OF NORTH CAROLINA2012-13 <strong>Capital</strong> Budget PrioritiesSubstantive changes from the capital plan approved in January 2011 are:At <strong>Elizabeth</strong> <strong>City</strong> <strong>State</strong> <strong>University</strong>, planning and design activities for the School ofAviation have been concluded with the aid of a grant from the Golden LEAFFoundation. The campus is requesting construction funding of $16,000,000.North Carolina Central <strong>University</strong> has elected to complete its New Student UnionBuilding as a non-appropriated, receipts-supported project. NCCU has proposed thatthis project be replaced with the New School of Business project.At UNC Charlotte, a cost estimate, certified by the <strong>State</strong> Construction Office,indicates that the project cost for the Science Building should be increased from$120,000,000 to $126,383,375.At UNC School of the Arts, a cost estimate, certified by the <strong>State</strong> Construction Office,indicates that the project cost for the Film COE Phase 2 – Post Production/GraduateFacility and Renovations should be increased from $35,749,000 to $37,257,560.Winston-Salem <strong>State</strong> <strong>University</strong> has elected to complete its Hill Hall Conversion andRenovation project (now called Restore the Core - Phase I (Hill Hall)) as a nonappropriated,receipts-supported project. WSSU’s Six-Year General Fund <strong>Capital</strong>Improvements Plan has been revised to show the General Fund, appropriatedsupport requested to partially fund each component of the Restore the Core – PhaseII project. Remaining funding needed to complete each component of the Restore theCore – Phase II project will be available from Federal Title III funds, gifts, and othernon-General Fund sources available to WSSU.Page 17 of 23Approved by the Board of Governors on March 6, 2012
