MEMO TO: ChancellorsPage TwoAugust 22, 2012Six-Year Plan for Non-Appropriated <strong>Capital</strong> Improvements ProjectsSubmittal Date: on or before September 19, 2012For your 2013-2019 Six-Year Non-Appropriated <strong>Capital</strong> Improvements Plan, we askthat you update and revise your 2011-2017 plan (attached). Allowed changes to yourplan include deleting, adding or revising projects to reflect authorized projects orchanging priorities. The total dollar amount of your request must be consistent withthe total dollar amount of your 2011-2017 request.If a new project is added please complete and submit the non-appropriated capitaltemplate (attached) and a building operating reserve Model (attached).Six-Year Plan for Repairs and Renovations ProjectsSubmittal Date: on or before September 26, 2012For your 2013-2019 Six-Year Repairs and Renovations Plan, we ask that you updateand revise your 2011-2017 plan (attached). Allowed changes to your plan includedeleting, adding or revising projects to reflect funded projects or different priorities.The total dollar amount of your request must be consistent with the total dollaramount of your 2011-2017 request.If a new project is added please add the project under the appropriate G.S. 143C-4-3“type of project” (see below). Please add the “type of project” if not used in 2011-2017.G.S.143C-4-3 (b) states:Use of Funds – The funds in the Repairs and Renovations Reserve Account shall be used only for therepair and renovation of <strong>State</strong> facilities and related infrastructure that are supported from theGeneral Fund. Funds from the Repairs and Renovations Reserve Account shall be used only for thefollowing types of projects:(1) Roof repairs and replacements;(2) Structural repairs;(3) Repairs and renovations to meet federal and <strong>State</strong> standards;(4) Repairs to electrical, plumbing, and heating, ventilating, and air-conditioningsystems;(5) Improvements to meet the requirements of the Americans with Disabilities Act, 42U.S.C. § 12101, et seq., as amended;(6) Improvements to meet fire safety needs;(7) Improvements to existing facilities for energy efficiency;(8) Improvements to remove asbestos, lead paint, and other contaminants, includingthe removal and replacement of underground storage tanks;(9) Improvements and renovations to improve use of existing space;(10) Historical restoration;(11) Improvements to roads, walks, drives, utilities infrastructure; and(12) Drainage and landscape improvements.Funds from the Repairs and Renovations Reserve Account shall not be used for new construction orthe expansion of the building area (sq. ft.) of an existing facility unless required in order to complywith federal or <strong>State</strong> codes or standards.
