It provides a unique forum in which governments work together to share experiences on what driveseconomic, social and environmental change, seeking solutions to common problems.The Sahel and West Africa Club (SAH), whose Secretariat is based at the OECD, is a group of West African regionalorganisations, countries and international organisations that work together towards the development and integration of theWest African region. The Club’s mission is to pull together members’ experiences, ideas and perspectives to help build moreeffective regional policies. Drawing on factual studies and independent analyses, the Club devises strategic guidelines and policytools for members and other stakeholders.The Club is also a space for policy dialogue. As a member of the OECD Development cluster, the SWAC Secretariat contributesto the work of the Organisation and ensures that West African concerns and initiatives are taken into account in global debates,particularly those on food, energy and security issues.The Sahel and West Africa Club Secretariat is looking for a <strong>Counsellor</strong>/<strong>Office</strong> <strong>Administrator</strong> who will report directly to theDirector of the Secretariat to assist with relations with Club members, network development and management co-ordination.This position is open to nationals of OECD member countries (www.oecd.org/membercountries) and nationals from non-OECDcountries which are members of the Club (http://www.oecd.org/swac/membersandpartners/).Main ResponsibilitiesRelations with members and partners of the SWAC· Establish and maintain regular contacts with focal points within members headquarters. Monitor members annualcontributions taking into account any specific requests and relaying these to the SWAC Secretariat and the OECD.· Prepare visits of SWAC representatives to members or potential members of the Club, and draft agendas and documentsfor presentation at these meetings.· Prepare speeches and letters for the President and the Director.· Draft the biannual programme of work and budget, annual work plans and activity reports including budget reports withthe support of the administrative assistance of the Secretariat.· Supervise and prepare the two annual meetings of the SWAC Board: (agendas, working documents, summary records) inco-ordination with the programme officers; note and follow-up on members’ demands.· Prepare the SWAC Secretariat Annual Report in co-ordination with the Communications <strong>Office</strong>r.· Respond to requests for written contributions from OECD (briefing notes/speaking points for the Secretary-General,contributions to OECD publications, etc). Represent the Secretariat in certain OECD meetings.· Represent and make contributions on behalf of the Club Secretariat to the horizontal work on the OECD DevelopmentStrategy.Network Development· Manage the preparation, co-ordination and logistical organisation of the SWAC meetings: the Sahel and West AfricaWeek, including the annual meeting of the Food Crisis Prevention Network (RPCA), the annual SWAC Forum and the Strategyand Policy Group, as well as other thematic colloquiums in close collaboration with the three West African regional organisationsinvolved (ECOWAS, UEMOA, CILSS) and the Programme <strong>Office</strong>rs of the Secretariat, and with the support of the Assistants.These meetings are primarily held in Europe, North America and West Africa.· Ensure the smooth co-ordination of the Secretariat’s assistants to optimise the core functions supporting the team: egmailing of letters of invitation, maintaining participants lists, logistics, translation of documents, publications, updating contactsdatabase, etc.);Other support to the Director of the Secretariat· Co-ordinate the staff Performance Management process, in relation with OECD’s Human Resource Management service.· Ensure the implementation of managerial decisions.


<strong>Counsellor</strong>/<strong>Office</strong> <strong>Administrator</strong>https://oecd.taleo.net/careersection/ext/jobdetail.ftl2 de 2 05-02-2013 14:44· Keep abreast of the evolution of all projects and activities of the Secretariat, in order to be able to meet the objectivesdescribed above.Candidate’s profileAcademic Background· Advanced university degree in social sciences, management, international relations or in a related field.Professional Background· Three to seven years’ experience. Experience of West Africa would be an advantage.· Experience in managing teams, budgets and human resources. Good knowledge of the OECD, its rules and administrativeprocedures, or of a similar organisation, would be an advantage.· Proven ability to draft summary records and organise international meetings and conferences.Tools· Very good IT skills acquired through a practical experience of the basic officesoftware applications, in particular Excel,Word and Powerpoint.Languages· An excellent written and oral command of one of the two official languages of the OECD (English and French) and workingknowledge of the other.· Excellent abilities in drafting and synthesising.· Excellent abilities in oral expression.
