If warranted, the purpose and hours ofnighttime construction would be defined and adjacent residents notified in advance, iffeasible or if nighttime construction is of more than 24 hours duration. Night lighting,including the installation of temporary light poles, would need to be installed but wouldbe removed when project construction is complete. Nighttime construction would affectviews from adjacent residences and could be visible from residences along Estates Drive.However, given the level of existing screening provided by perimeter and interveningvegetation bordering and within the Project site, and the fact that any such constructionwould occur within the reservoir area, it is expected that nighttime lighting effects onroadway and residents’ views would be partial, intermittent and brief in duration. Withimplementation of Measure 3.2-5, these short-term visual effects would be less thansignificant.Project Operations - The proposed Project does not include installation of permanent newexterior lighting and therefore would not result in nighttime lighting effects. The Projectwould not introduce reflective surfaces, such as glass or metal, that have the potential toreflect light. Therefore, the proposed Project would not result in permanent new sourcesof potential light and glare, and there is no significant impact.Measure 3.2-5: To the extent possible, EBMUD will ensure that stationary lightingused during nighttime construction (if required) is of limited duration and shieldedand directed downward or oriented such that little or no light is directly visible fromEstates Drive.
