Estates Reservoir Replacement Draft Environmental Impact ReportVisual QualityWithin this setting, peaks, open ridgelines and wooded hillsides are prominentlandscape features that provide a visual backdrop for the region’s urban and suburbandevelopment pattern.The primary topographic feature is the Berkeley-Oakland Hills, which roughly parallelthe San Francisco shoreline, rising to elevations of over 1,500 feet.Several major roadway corridors traverse the Project area. Interstate I-580 parallels theOakland Hills. Highway 24, a scenic corridor, passes from Oakland through a tunnel inthe Berkeley Hills and connects with I-680 in the urbanized valley. Highway 13 (WarrenFreeway segment) runs in a north to south direction from Highway 24 along the sparselydeveloped lower Oakland foothills to the densely developed “flatlands”, and connectswith I-580.Project Area SettingVisual Character and Quality - Estates Reservoir occupies a partially wooded 6.7 acresite, off Estates Drive with access off Highway 13 via the Moraga Road freeway exit.Figure 3.2-2 shows the existing site characteristics and features for the Estates Reservoirsite.Originally constructed in 1903 and enlarged in 1934 and 1938-39, the Estates Reservoirsite includes a 2.5-acre terraced roof of built-up tar and gravel including two fountainsand a planter. Vehicle access to the site is from Estates Drive. As of June 2008, bothfountains were permanently removed from service and the planter cleared of vegetationbecause of the drought and to increase EBMUD's water conservation efforts. Eliminatingwater supply to the fountains is consistent with the May 2008 Board Resolution declaringa water shortage emergency and adopting the 2008-2009 Drought Management Program.In addition the EBMUD's 2020 and proposed 2040 Water Supply Management Programs,also identify the need for aggressive water conservation polices, goals, and objectives toachieve the water supply necessary to meet forecast demands.The perimeter of the reservoir is bordered by a 12-15-foot wide interior access road. Alandscaped strip of approximately 50 feet exists between the interior access road andEstates Drive for more than half of the facility perimeter. The landscaped strip consistsmostly of ornamental shrubs and planted trees with a few native trees mixed in. Thedownstream face of the existing reservoir embankment slopes towards Wood Drive.The site is set within a residentially developed community and is surrounded byresidences including some at higher elevations, providing views into the site.Figure 3.2-3 depicts a plan and profile view of the existing site facilities, conditions andfeatures, and identifies residences adjacent to the site.sb09_001.doc 3-2.3 7/22/2009
