Estates Reservoir Replacement Draft Environmental Impact ReportProject DescriptionLandscaping the reservoir basin, with a mixture of native grasses, shrubs and trees,to create a low-maintenance park-like setting; the tops of the reservoirs will beplanted with grass to ensure consistency with the overall landscape/visual design.Improving an existing path along the Estates Drive frontage for pedestrian use.Replacing the existing security fence around the site perimeter.Improving interior parking facilities for EBMUD vehicles.Upgrading the existing pumps and motors at the Montclair Pumping Plant includingthe instrumentation, motor control centers, transformers and related appurtenanceslocated within the existing plant.Replacing the existing chain-link security fence along the site perimeter, at theexisting location. The fence height will increase from six to eight feet, and themesh size will change from two to one inch. The fence color will remain the same(black).2.4.1 Design Characteristics and Potential for RecyclingThe site plan for the proposed Project incorporates the cylindrical pre-stressed-concretetanks into the landscape by covering the structures with soil and planting grasses over thetop to blend in with the overall theme. About 22,000 cubic yards of the estimated 28,000cubic yards of fill needed to implement the grading plan will be available on-site bylowering the existing embankment about 25 feet; 4,500 cubic yards will be imported bytrucks. Recycling the structural concrete on-site could potentially offset or reduce theamount of import fill (an estimated 1,600 cubic yards available in the 120,000 square feetof 4-inch concrete lining, 300 cubic yards in the pre-stressed concrete columns and 500cubic yards in the fountain and planter structures), to approximately 2,100 cubic yards.Demolition of the existing roof structure may also provide the opportunity for recyclingof some materials such as the metal pipe and roof flashing, while the roofing materialsinclude gravel, waterproof membrane, plywood and Douglas fir framing and supportstructure. The waterproof membrane and asphalt impregnated rock may be difficult toremove from the treated plywood sheathing, and thus may not be recyclable. Some of thegravel may be recycled for drainage.The plywood sheathing and all Douglas fir framing members (glu-lam beams, girders andjoists) are treated with pentachlorophenol, a wood preservative. As a waste product, thetreated wood is subject to Regulations for the Management of Treated Wood Wasteissued by the California Department of Toxic Substances Control, and must go to adesignated treated wood waste landfill such as Keller Canyon where it would be treatedas Special Waste. The regulations state that treated wood waste may only be reused at itsoriginal site and in the same manner as its original use. There are approximately463,000-board feet of treated lumber and 150,000-square feet of plywood in the reservoirroof which will require handling, on-site storage, transportation and disposal inaccordance with the regulations. Due to State regulations, there appears to be little, ifany, potential for reuse of the treated wood on site.sb09_001.doc 2-9 7/22/2009
