Estates Reservoir Replacement <strong>Draft</strong> <strong>Environmental</strong> <strong>Impact</strong> <strong>Report</strong>Introduction30-day review/comment period expired on September 15, 2008. An agency meeting forthe Project was held at EBMUD Administration Center and Business Office in Oaklandon August 27, 2008. The purpose of the meeting was to present the Project to interestedparties and resource, trustee and local agencies, and to solicit input as to the scope andcontent of this document. No comments were submitted by close of the NOP period.The NOP is attached as Appendix B.1.2.2 Resources Not Further Evaluated in This EIRSection 15128 of the CEQA Guidelines addresses Effects Not Found To Be Significant."An EIR shall contain a statement indicating the reasons that various possible significanteffects were found not to be significant and were therefore not discussed in detail inthe EIR. Such statement may be contained in an attached copy of an initial study."Section 15083 Early Public Consultation“(a) Scoping has been helpful to agencies in identifying the range of actions, alternatives,mitigation measures, and significant effects to be analyzed in depth in an EIR and ineliminating from detailed study issues found not to be important.”Pursuant to Section 15128 and 15083 (a) of the CEQA Guidelines, this EIR shall analyzeonly those effects identified as potentially significant in the Initial Study prepared for thisProject. These effects include: Aesthetics; Biological Resources; Cultural Resources;Noise; Air Quality; Geology/Soils and Transportation/Traffic. In addition, to meet staterequirements to consider greenhouse gas contributions to potential climate change, ananalysis of the Project’s greenhouses gas emissions and potential to contribute to globalwarming is included in this EIR.Effects found to not be significant and excluded from this EIR include, Hazard/Hazardous Materials; Public Services; Utilities/Service Systems; Agricultural Resources;Recreation; Population/Housing; and Land Use/Planning.The Initial Study prepared for this Project is included in this EIR as Appendix C.1.2.3 <strong>Draft</strong> EIRThis <strong>Draft</strong> EIR will be made available to local, state, and federal agencies and tointerested organizations and individuals who may want to review and comment on thereport. Notice of the Availability of this <strong>Draft</strong> EIR will also be sent directly to everyagency, person, or organization that commented on the NOP (none) or requested to beinformed of project activities during the five public outreach meetings.The publication of the <strong>Draft</strong> EIR typically marks the beginning of a mandatory 45-daypublic review period.
