Dingee Pressure Zone Improvement Project - Estates Reservoir Replacement ProjectWater Distribution Facilities - Initial Study1.4 Project PurposePrincipal storage in the Dingee Pressure Zone is contained in Dingee and EstatesReservoirs with a service elevation between 500 feet and 675 feet; both reservoirs arelocated in the City of Oakland.The proposed improvements addresses water quality, system reliability and seismicsafety issues(dam embankments) with a cost effective solution that responds to andenhances site aesthetics.Poor water quality occurs in the Dingee Pressure Zone due to the large storage volumeversus low water demands which results in water aging combined with the disinfectantdissipating. This poor water quality is also experienced in the 11 pressure zones locatedabove Dingee Pressure Zone as a result of continued water aging. Removal of excesswater storage within Dingee Pressure Zone by downsizing the reservoirs willimprove water quality within and above the Dingee Pressure Zone.Estates Reservoir embankment does not meet the State of California Division of Safetyof Dams' (DSOD) recommended seismic requirements. As a result, the 17.6-MGEstates Reservoir is operating at a reduced capacity of about 13.4 MG. DingeeReservoir is not under DSOD jurisdiction but will require a new roof and liningimprovements in several years. In addition, the existing roof structures of Estates andDingee Reservoirs do not meet current seismic standards.sb09_003.doc 2 12/10/08
