Dingee Pressure Zone Improvement Project - Estates Reservoir Replacement ProjectWater Distribution Facilities - Initial Study1. Summary1.1 IntroductionSection 15603 of the Guidelines for Implementation of the California <strong>Environmental</strong>Quality Act (CEQA) requires a Lead Agency to conduct an Initial Study to determine ifa project may have significant environmental effects. The purposes of an Initial Studyare: a) to provide the Lead Agency with information to use as the basis for determiningthe appropriate CEQA documentation; b) to enable the Lead Agency to modify a projectand/or incorporate measures; and c) to assist in the preparation of an <strong>Environmental</strong><strong>Impact</strong> <strong>Report</strong> (EIR), if required, by focusing the scope of potential impacts to beaddressed (CEQA Guidelines Sections 15163 (c)).This Initial Study provides a preliminary assessment of the environmental effectsassociated with the planning, design and construction of water storage and pumpingplant storage in <strong>East</strong> <strong>Bay</strong> <strong>Municipal</strong> <strong>Utility</strong> <strong>District</strong>'s (EBMUD) the Dingee PressureZone that serves the Oakland/Piedmont area.1.2 Project OverviewDingee Pressure Zone has distribution system issues that are being addressed as part ofthe greater Central Oakland Hills Cascade (COHC) Pressure Zone Improvement projectdesigned to improve water quality and increase system reliability (and operatingefficiency) by removing excess or inefficient storage and aging facilities requiring majorrehabilitation or replacement. Figure 1 identifies the 15 pressure zones in the cascadeand also the proposed Estates and Dingee Reservoir Projects documented herein, locatedin the northern portion of the cascade, just east of Piedmont. Figure 2 shows the closeproximity of the Dingee and Estates Reservoir sites, both located in Oakland.1.3 Project SummaryThe Dingee Pressure Zone Improvements are discussed below.Estates Reservoir – Demolish and remove the existing open-cut reservoir roof and lining system andinstall two new 3.3-million gallon (MG) tanks within the existing basin. Install or refurbish the existing drain line and connect it into the existing sitedrainage system. See Figure 3. Upgrade existing equipment within the existing Montclair Pumping Plant, at theEstates Reservoir siteDingee Reservoir – Drain the reservoir and remove from service, once improvements at EstatesReservoir have been completed.
