Primary impacts and, particularly, secondaryimpacts (such as highway improvement which provides access to a previouslyinaccessible area) generally commit future generations to similar uses. Also,irreversible damage can result from environmental accidents associated with theProject. Irretrievable commitments of resources should be evaluated to assure thatsuch current consumption is justified.Construction of the Project facilities would result in an irretrievable and irreversiblecommitment of natural resources through the direct consumption of fossil fuels and useof materials. That commitment of resources would substantially end when thereplacement reservoirs are constructed.
