Estates Reservoir Replacement <strong>Draft</strong> <strong>Environmental</strong> <strong>Impact</strong> <strong>Report</strong>Analyses of AlternativesCriteria for selection of the preferred alternative included: project cost and logistics,potential for recycle/reuse on-site, seismic stability, reduced truck/traffic and visualenhancement. Option 4 is the preferred alternative in this EIR as it minimizes construction,operating and visual impacts, and is also the most cost efficient with the shortestconstruction duration. Option 4 requires the least amount of imported fill, also minimizingtraffic, air quality, greenhouses gases, and noise impacts. Views of the tanks from EstatesDrive are all but eliminated by incorporating the buried tank design into the overalllandscape plan. The process of lowering the existing embankment to provide on-site fillalso opens up distant views towards the San Francisco <strong>Bay</strong> and removes Estates Dam fromDSOD jurisdiction. Walking paths along Estates Drives will also be improved.4.4 No Project AlternativeDescriptionUnder the No Project Alternative, the proposed Project would not be implemented. None ofthe proposed facility improvements described in Chapter 2, Project Description, wouldoccur. The storage and operational improvements needed in the Dingee and PiedmontPressure Zones (noted in Chapter 2 and restated below) would not be constructed, and thedam would continue to violate DSOD requirements. This alternative would therefore notmeet the Project purpose.<strong>Environmental</strong> AssessmentIf the Estates Reservoir Replacement Project were not implemented, none of the needs forthe Project would be achieved, and none of the benefits associated with the Project wouldoccur. The Estates Reservoir Replacement Project responds to a variety of needs,summarized as follows and detailed in Section 2.2 of Chapter 2:Resolve distribution system issues including poor water quality due to excess volumein the Estates and Dingee Reservoirs.Replace inefficient storage in the pressure zone with optimal sites from a hydraulicand cost perspective.Replace aging distribution facilities (storage and pumping) in the pressure zone.Address seismic deficiencies at the dam foundation, identified as a result of a reviewof Estates Dam, requested by DSOD.Maintain an acceptable aesthetic site environment given the existing roof architecture.EBMUD is obligated to comply with water quality regulations and permit conditions, and tomanage its distribution system facilities for optimal efficiency and cost effectiveness, withthe ultimate goal of providing adequate water service to its customers. Consequently, if theEstates Reservoir Replacement Project were not implemented, EBMUD would have toimplement other strategies to address these issues (where other strategies exist). Suchstrategies could include implementing some of the alternatives listed in this chapter, whichwere considered and rejected.sb09_001.doc 4-11 7/23/2009
