Estates Reservoir Replacement Draft Environmental Impact ReportGreenhouse Gaseswetted surface area of the reservoir would be reduced 72 percent from 109,000 squarefeet (2.5 acres) to 30,800 square feet (0.7 acres), for a net reduction of 1.8 acres. For atypical 3/4 to 1 inch per month evaporation rate, this would save about 1.5 acre-feetor 0.49 million gallons of water annually. Fountain water losses of about 0.4 milliongallons per year (mg/yr) would also be eliminated. The new landscape plan wouldensure that grasses are mowed up to two times per year. The completed Project would reduce water losses at the reservoir and fountains and, hence, reduce the amount of electric power required to deliver water to the tanks.EBMUD has estimated the reduction of losses for the reservoir replacement at about890,000 gallons per year (0.89 mgal/yr). Resultant reductions in electric powerconsumption and indirect greenhouse gas emissions are shown in Table 3.8-8 andTable 3.8-9.TABLE 3.8-8Estimated Water and Power ConservationIndirect Electric Power Fountain Reservoir UnitsWater Losses 0.40 0.49 mgal/yrWater Losses 1.23 1.50 af/yrOutdoor Water Use, Northern CA 1170 1170 kw-hr/afWater Delivery Power Consumption 1436 1759 kw-hr/yrWater Delivery Power Consumption 1.44 1.76 mw-hr/yrSources:ACWA Comments on Chapter 8 – Water SectorETAAC Draft Final Report, February 11, 2008ApplicationandPurposeFountain WaterLossesTABLE 3.8-9Estimated Annual Greenhouse Gas Reductions from ConservationPowerConsumptionMW-hr/yrCarbonDioxidetonnes/yrMethanetonnes/yrNitrous Oxidetonnes/yrCO2Equivalentstonnes/yr1.44 0.57 0.00002 0.00001 0.57Reservoir EvaporationLoss1.76 0.71 0.00003 0.00001 0.71Totals 3.20 1.28 0.00005 0.00002 1.28Source: The Climate Registry General Reporting Protocol, Version 1.1, Chapter 14, May 2008As shown in Table 3.8-9, reduced electric power demands for water delivery wouldreduce indirect greenhouse gas emissions by about 1.28 tons per year CO 2 equivalentsover the long term (life of the Project). The Estates Reservoir Replacement Project would result in less than significant impactson global climate. According to the City of Oakland’s October-November 2008 MajorProject List (incorporated by reference), there are no large scale projects planned for theProject area. However, infill and redevelopment projects may occur in the future in thesb09_001.doc 3-8.16 7/22/2009
