Estates Reservoir Replacement <strong>Draft</strong> <strong>Environmental</strong> <strong>Impact</strong> <strong>Report</strong>Air QualityMeasure 3.7-2b: Construction emissions of fugitive PM 10 can vary greatlydepending on the level of activity, the specific operations taking place, theequipment being operated, local soils, weather conditions, and other factors.Despite this variability in emissions, experience has shown that there are anumber of feasible control measures that can be reasonably implemented tosignificantly reduce fugitive PM 10 emissions from construction. To controlemissions of particulate matter, including dust from concrete crushing, theProject shall implement the following fugitive dust and particulate matteremissions control measures suggested by the BAAQMD CEQA Guidelines asapplicable (BAAQMD 1999). The estimated effectiveness of these controlmeasures is quantified in Tables 3.7-10 and 3.7-11.Basic Dust Control Measures. The following controls will be implemented at allconstruction sites:Water and/or coarse rock all active construction areas as necessary andindicated by soil and air conditions;Cover all trucks hauling soil, sand, and other loose materials or require alltrucks to maintain at least two feet of freeboard;Pave or apply (non-toxic) soil stabilizers on all unpaved access roads,parking areas and staging areas at construction sites;Sweep daily (with water sweepers) all paved access roads, parking areasand staging areas at construction sites;Sweep streets daily (with water sweepers) if visible soil material is carriedonto adjacent public streets.Suspend excavation and grading activity when sustained winds makereasonable dust control difficult to implement, e.g., for winds over 25 milesper hour.Limit the area subject to excavation, grading, and other construction activityat any one time, as feasible.Particulate Matter Emissions Control Measures. In addition, the Project shallimplement the following measures to reduce particulate matter emissions fromdiesel exhaust:Grid power shall be used instead of diesel generators where it is feasible toconnect to grid power (generally contingent upon power line proximity,capacity, and accessibility);The Project specifications shall include 13 CCR Sections 2480 and2485, which limit the idling of all diesel-fueled commercial vehicles(weighing over 10,000 pounds, both California- or non-Californiabasedtrucks) to 30 seconds at a school or 5 minutes at any location. Inaddition, the use of diesel auxiliary power systems and main enginesshall be limited to 5 minutes when within 100 feet of homes or schoolswhile the driver is resting;sb09_001.doc 3-7.16 7/22/2009
