For eachintersection, the single hour with the highest traffic volumes during the two countperiods was identified. The peak-hour volumes are presented on Figure 3.6-3. The peakhourdata is used as the basis for intersection operations analysis. Existing intersectionlane configurations and traffic control are also shown on Figure 3.6-3. Traffic countworksheets are provided in the Traffic and Circulation Technical Report (Fehr &Peers 2009).Existing peak-hour intersection operations are summarized in Table 3.6-4, correspondingto the same intersection designations labeled in Figure 3.6-3. Analysis methods arediscussed in Section 3.6.1. Many of the study intersections currently operate poorly, characterized by long delays. Three of the signalized intersections in the study areaoperate at LOS E or F during the morning peak hour.TABLE 3.6-4Existing Intersection OperationsIntersection Control Peak Hour Delay LOSAM 101FSR 13/Moraga Avenue/Thornhill RoadSignalPM 47DMoraga Avenue/Estates Drive Side-Street Stop 1 AM 3 (SB 130) A (F)PM 2 (SB 40) A (E)SR 13 Northbound Ramps/MountainBoulevard 2 Side-Street Stop 1 AM 131 ( EB 692) F (F)PM 63 (EB 208) F (F)AM 103FPark Boulevard/Mountain BoulevardSignalPMSR 13 Southbound Ramps/Park Boulevard SignalAMPMPark Boulevard/Estates Drive Side-Street Stop 1 AMMoraga Avenue/La Salle AvenueSignalPMAMPM48763513 (SB 134)2 (SB 22)2123DEDB (F)A (C)CCSource: Fehr & Peers 2009Notes 1 For side-street-stop intersections, average delay is listed first followed by the delay for the worst approach.2 A traffic signal has been constructed and activated.sb09_001.doc 3-6.7 7/22/2009
